Review of Cranes and Lifting Equipment AMAP

 

Opportunity - The Training Organisation (OTTO) has completed the review of the Accreditation and Moderation Action Plan (AMAP) above.

The next AMAP review is planned to take place during 2014.

 

Summary of review and consultation process

 

The review was carried out as a result of feedback from industry, employers, trainers, trainees, assessors, government officials, and moderators, and current statistics regarding workplace accidents resulting in serious injury or death, while using cranes and associated equipment.  Some serious concerns had been expressed over the need to ‘tighten up' the requirements for workplace health and safety, and this impacted on the standard of some workplace training being delivered.

 

OTTO needs to ensure that accredited training providers are delivering training and assessing against standards with consideration for health and safety legislation.  This is a necessary safeguard for providers and for their employees.

 

Compliance with new requirements

 

Accreditation requirements will apply with effect from November 2009.

 

Moderation system requirements will apply with effect from November 2009.

 

Accredited organisations will be audited for compliance with AMAP requirements from May 2010 onwards.

 

Main changes resulting from the review

 

ACCREDITATION INFORMATION (AI)

 

Industry or sector-specific requirements for accreditation

·         Criterion 1 - amended to include Power-operated Elevating Work Platforms

·         Criterion 2 - requirements added to ensure that students are adequately trained to meet the requirements of health and safety legislation including the safe use of all plant.

·         Criterion 3 - amended to include requirements for teaching and/or assessing staff to have suitable industry technical and commercial skills which would be gained, for example, through recent and concurrent experience in the crane or elevating work platform industries; and keep up to date with modern industry trends and techniques.

 

MODERATION INFORMATION (MI)

 

Moderation System

 

The moderation system has been amended to:

·         include criteria used to select unit standards for moderation

·         clarify the process for pre-assessment moderation

·         include requirements for post-assessment moderation by mail.

 

Reporting

 

This section has been amended to clarify the intended audience for the National Moderator's annual report.

 

Appeals

 

This section has been updated to indicate the timeframe for Appeals Committee decisions to be made.
