Summary of review and consultation process
The review was undertaken at the request of industry and in response to industry feedback.
Further feedback from stakeholders was sought through representatives of interest groups such as employers, unions, training organisations and assessors from the diversity of height related activities covered by OTTO and from related wider industry interests. The OTTO and advisory group executive committees also consulted their stakeholders and commented accordingly.
The feedback showed that, although the standards were initially registered with rigging and scaffolding in mind, the skills and knowledge they recognise have a wider application in construction and related contexts. Further, the restrictive nature of the wording gave inadequate and potentially misleading information to candidates and too little recognition of the generic nature and application of the height safety skills and knowledge.
The change of domain also optimally places the standards for inclusion in a wider forthcoming review of related height work standards that have recently been transferred to OTTO from the Building and Construction Industry Training Organisation (standards 9184, 13016, 13053, 15757, and 21969). This review will be conducted in 2009.
Main changes resulting from the review
· The wording of the standards was amended to recognise work at height in construction and related contexts, rather than just rigging and scaffolding.
· The standards were moved from the Scaffolding domain, which has been designated expiring, to Core Construction.
· The titles were amended to reflect the wider application of the skills and knowledge recognised by the standards.
· A new element was added to unit standard 23229, which covers hazards associated with safety harnesses, and the credit value for the standard was raised from 3 to 4.
