Date new versions published                                                          November 2009

Planned review date                                                                           December 2014

Summary of review and consultation process

This review was undertaken as part of the ITO's planned review programme.

The review of these unit standards was based on comments received from the industry as a result of an extensive consultation and feedback process that took place over a six‑month period.  Six review teams, comprising industry representatives and the Fire and Rescue Services Industry Training Organisation's Training Advisory Group, considered the comments.  The focus of the review was on quality improvement and confirmation that the classification, level, and credit values were consistent with the content and purpose of each unit standard.  The review teams took into consideration changes to legislation, procedures, and technology applicable to the unit standards before recommending and endorsing the changes.

Main changes resulting from the review

·      Elements, performance criteria, range statements, entry information and special notes have been updated to reflect the present needs of the fire and rescue services industry.

·      Levels have increased for unit standards 3278, 4651, and 10613 to better reflect the complexity of the knowledge and skills required.

·      The level of unit standard 3284 has been decreased to better reflect the complexity of the knowledge and skills required.

·      Credits have increased for unit standards 3279, 3281, 3286, 3287, 3289, 3290, 4651, 4652, 14562, and 20396 to better reflect the learning and assessment time required to meet the requirements of the standard.

·      The credit value of unit standard 3315 has been increased from 2 to 7 credits.  While the content of the standard remains largely unchanged, the amount of learning time involved, particularly around hazard identification, had not been not fully recognised.  The previous credit value of the unit standard considerably underestimated the time a trainee needed in order to have sufficient knowledge and skills to meet the requirements of the standard.

·      Unit standard 14558 has been identified as no longer fit for purpose, and has been designated expiring and will not be replaced.

·      Unit standard 16946 has been designated expiring and has been replaced by unit standard 25978.

·      The titles of unit standards 3281, 3284, 3289, 3294, 4651, 10615, 14553, 14554, 14556, 14565, 16935, 16947, 16948, 16950, 16951, 16953, 20397, and 20398 have been amended to better reflect the outcome of the standard.

·      Unit standard 20392 has been reclassified from the Fire and Rescue Services - Structural and Industrial domain to the Fire and Rescue Services - Generic Fire Fighting domain.

Unit standards categorised as category C or D expire at the end of December 2012.
