Summary of review and consultation process

 

The review was initiated in response to industry and training provider feedback regarding the achievability of the Transportation of Bulk Dangerous Goods by Road strand of the National Certificate in Goods Service (Heavy Vehicle Driver) with strands [Ref: 1228].  Specifically, that unit standard 20645 did not adequately cover a driver's responsibilities with regard to being an Approved Handler; and that there was no unit standard available for drivers of vehicles carrying bulk hazardous chemicals.  Feedback also suggested that there was some inconsistency between the unit standards, and that the credits allocated were not accurate in terms of the time it takes for drivers to become competent.

 

An industry advisory group was established in October 2008 and included representatives from bulk dangerous goods road transport operators, training providers, and the Environmental Risk Management Authority New Zealand (ERMA).  The group developed two new unit standards to better reflect the needs of industry and reviewed the existing bulk dangerous goods unit standards.  The opportunity was also taken to review unit standard 15159, which deals with the transport of gases in cylinders.

 

Draft unit standards were circulated for national consultation, and endorsed by industry in July 2009.

 

Main changes resulting from the review

 

·         New unit standard 25986 developed to reflect the knowledge and skills required of Approved Handlers who transport bulk dangerous goods by road.

·         New unit standard 25985 developed for bulk dangerous goods drivers who transport bulk hazardous non-flammable liquids by road.

·         Special notes updated to ensure accuracy of references to legislation.

·         New element added to each unit standard to explicitly cover the transportation of the load.

·         Elements, performance criteria, and ranges amended to clarify evidence expectations and for consistency (where appropriate).

·         Credit totals increased to reflect industry feedback.

The new unit standards 25985 and 25986 have been added to the list of standards that require NZ Transport Agency involvement in accreditation in AMAP Ref 0092.
