Summary
The review was carried out in response to concerns from stakeholders regarding special note 4, which specified that the standard must be assessed against in a New Zealand cultural environment.
The purpose of the review was to ensure that the standard was being assessed against in an appropriate cultural context and to achieve consistency between the title, elements and performance criteria.
The review was included as part of the review of Adult Education and Training qualifications because achievement of the standard is a compulsory requirement of the National Certificates in Adult Education and Training levels 4 and 5.
The review panel included representation from assessors, moderators, Tertiary Education Organisations (TEOs), Wānanga, Private Training Enterprises (PTEs), and Government Training Enterprises (GTEs), encompassing both education and workplace training.
The reviewed standard was sent out for wider consultation to:
· providers that had recorded results against the standard;
· other stakeholders that had expressed an interest in being part of the consultation process.
These groups endorsed the changes made by the panel.
Main changes
· A new standard was developed to recognise adult education skills outside a New Zealand cultural setting.
· The title of standard 7091 was amended to better reflect the outcomes.
· Performance criteria in standard 7091 were amended for consistency with the elements.
· Special note 3 was amended to specify the scope of cultural knowledge required for assessment.
