NZQA National Qualifications Services (NQS) and the Hairdressing Industry Training Organisation Inc (HITO) have completed the revision of the unit standards, AMAP, and qualifications listed above.

Reason for the revision
In 2002, the New Zealand Qualifications Authority (NZQA) took stock of the qualifications and unit standards it is responsible for developing. A prioritisation and rationalisation exercise was carried out by National Qualifications Services (NQS) in September 2002 aimed at rationalising the work of NZQA to ensure that the unit standards and qualifications for which NQS was responsible were relevant, useful, and met the current needs of learners, providers, the community, and government. Careful consideration was given to the process to ensure that the unit standards retained by NQS reflected its responsibilities in relation to the Industry Training Act 1992, and national priorities including those expressed in the Tertiary Education Strategy and Statement of Tertiary Education Priorities (STEPs).
The decision was made for NQS to exit from standard setting responsibilities in Beauty Therapy national qualifications and unit standards. After extensive consultation with the sector, including providers and other Standard Setting Bodies (SSBs), the New Zealand Hairdressing Industry Training Organisation Inc (HITO) assumed standard setting responsibility for the Beauty Services national qualifications and unit standards. This revision gave effect to that transfer and extended the period of registration to enable the planned review of the qualifications and unit standards.

Main changes resulting from the revision
Legislation was updated and the standards were revised and rolled over. Standard setting responsibility was transferred from NQS to HITO. The accreditation information was amended to reflect the revised AMAP.
There were no changes to ID, title, level, or credits.
Impact on existing provider accreditations
Accreditation for HITO has been extended to include Beauty Therapy to Level 5, as they are now the standard setting body.

NZQA National Qualifications Services has revised the qualifications listed above.
The next qualification review is planned to take place during 2014, except for the National Certificate in Beauty Services (Electrology) (Level 5) [Ref: 1048], which will be reviewed in 2010.
Reason for the revision
These qualifications were revised to remove the expiring Core Health standards and to give effect to the transfer of standard setting responsibility to the New Zealand Hairdressing Industry Training Organisation Inc.
Main changes resulting from the revision
Expiring Core Health standards were removed from the qualifications and the standard setting responsibility was transferred from National Qualifications Services to the New Zealand Hairdressing Industry Training Organisation Inc.

Changes to structure and content
· The credits for standard 497 increased from 1 to 3.
· The overall credit requirement for the qualification increased from 50 to 52.
· There were no changes to structure and content.
Transition
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

Revision and transfer of standard setting responsibility for Beauty Services AMAP.

Reason for the revision
Standard setting responsibility for the Beauty Therapy unit standards has been transferred from NZQA National Qualifications Services to the NZ Hairdressing Industry Training Organisation Inc (HITO) following confirmation of the extension of coverage that HITO sought from the Minister. HITO was therefore required to revise AMAP 0035 to ensure that this met NZQA compliance requirements as this AMAP had not undergone a review since 2003.
While there were minimal changes required to the accreditation aspect of the AMAP the moderation required more significant changes to ensure that this met HITO approved policies. The moderation processes conducted by NZQA Tertiary Assessment and Moderation provided for paper-based post assessment moderation however feedback from the beauty sector had identified the need for pre-assessment moderation and a more extensive sampling of post-assessment. The AMAP has therefore been revised to reflect these changes.
Compliance with new requirements
Accreditation and moderation requirements will apply with effect from 10 November 2009.
Accredited organisations will be audited for compliance with AMAP requirements from 1 May 2010 onwards.
Main changes resulting from the revision
ACCREDITATION INFORMATION (AI)
The accreditation options for Levels 1-3 have changed as follows:
Levels 1 and 2 Evaluation of documentation by NZQA and industry.
Level 3 Evaluation of documentation and visit by NZQA and industry.
This change has been reflected on the revised unit standards.
The visit waiver conditions have been extended to clarify when the waiver may be granted.
The specific requirements for Beauty Services have been retained, with Criterion 6 being updated to reflect the change in governing legislation.
MODERATION INFORMATION (MI)
The HITO has already received feedback from accredited organisations assessing against the unit standards covered under this AMAP, that there is a need for extension of the moderation process to include pre-assessment moderation and post-assessment moderation in the form of a visit.
Moderation System
The moderation system has been replaced with the system currently run by HITO within AMAP 0020. It is noted that this is a significant change from the previous NZQA moderation model. Key changes in the system include pre-assessment moderation and post-assessment moderation visits.

Funding
This section has been included to show how the moderation system is funded, including the specification of charges for pre-assessment moderation and visits which also includes clarification of charges for non-compliance.
