Summary
In 2008 the Ministry of Education requested that NZQA develop a first aid unit standard specifically for home-based early childhood educators. This initiative followed the introduction of new licensing requirements for home-based early childhood education services which require all home-based educators to hold a recognised first aid qualification. Cabinet agreed in 2008 to the development of a new unit standard to give home-based services an additional option for compliance that would reflect the uniqueness of the home-based setting and the particular needs of home-based educators. The Ministry of Education determined that while the existing NZQA first aid unit standards 6400, 6401, and 6402 were one pathway to compliance for a home-based educator, they did not adequately meet the particular needs of the sector and so an alternative pathway was necessary.
A writing panel, including representatives from the Ministry of Education, training provider, home-based early childhood education, the New Zealand Resuscitation Council and the paediatric sector, was formed and developed the standard Provide first aid for young children. A new classification, Health > Health Studies > First Aid, and an associated AMAP 0230, were created prior to the registration of the new standard.
Standard 25459 has been developed separately to the review of current NZQA first aid unit standards 6400, 6401, and 6402. The members of the first aid review panel have been consulted on, and support, the new development. NZQA National Qualifications Services has also consulted widely with training providers and industry and anticipates completing that review in April 2010.
When the new domain was registered, it was intended that all organisations accredited for the Core Health domain, where the current generic First Aid standards are classified, would be granted an extension of accreditation to include the new domain. This is given effect in the extension of accreditation table below.
