Summary of review and consultation process

During the delivery of training and assessment for unit standards 24571 and 24577, which are in the compulsory section of the National Certificate in Forest Operations Advanced (Level 4) with strands in Establishment and Silvicultural Operations, Production Tree Felling, Hauler Set-Up, Machine Operations - Hauler, Head Breaker Out - Cable Harvesting, Log Making, Machine Operations - Log Extraction, Machine Operations - Loader, Mechanised Tree Felling, Mechanised Processing, and Helicopter Logging [Ref: 1412], it was determined that the time required for training and assessment was not reflected in the credit value of the unit standards.

Unit standard 24577 covers the complex areas of stress and fatigue management in a forestry crew.  It also covers drug and alcohol policy and has been updated to incorporate the requirements of the new industry code of practice.  The industry is keen for workers to be familiar with this new code.

Unit standard 24571 also introduced some complex topics including understanding of the candidate's role in the supply chain and how their actions may affect other activities in the supply chain.  It has been updated to better reflect industry requirements.

The Forest Health Surveillance unit standard (22131) was updated to make it more suitable for existing qualifications and for inclusion in the National Diploma in Forestry (Forest Management) (Level 6) [Ref: 0232].  This is an introductory unit standard to forest health surveillance but was missing an introduction to the legislation relevant to, and the organisations involved in forest protection in New Zealand.

As part of this review process FITEC has consulted with the forest industry, including those delivering and assessing against these unit standards.  The industry has endorsed the changes.

Main changes resulting from the review

·         The level of unit standard 22131 increased from 2 to 3 and the credit value increased from 2 to 5.

·         Additional elements and performance criteria were added to unit standard 22131 to reflect the new level and credit value.

·         The credit value of unit standard 24571 increased from 2 to 4.

·         The credit value of unit standard 24577 increased from 3 to 6.

·         The special notes have been standardised to match FITEC's Unit Standard Writing Guide.

·         The unit standards have been amended to clarify the required learning outcomes.
