The Agriculture Industry Training Organisation has completed the review of the qualifications listed above.

 

Replacement qualifications

The next qualification review is planned to take place during 2014.

 

Summary of review and consultation process

 

A qualification review was carried out concurrently with a review of the standards in the Shearing and Wool Handling domains.  Changes were made to the qualifications to reflect changes in industry terminology and roleholder requirements.

 

Consultation meetings for both standards and qualifications were held with wool harvesting representatives during July 2008 in the following centres - Blenheim, Christchurch, Napier, Te Kuiti, and Palmerston North.  Representatives were given the opportunity to discuss the current qualifications and offer any feedback on the currency and suitability of their content.

 

A review panel made up of key industry representatives and Agriculture ITO field staff from wool handling and shearing sectors was then formed, and meetings were convened.  Initial discussions focused on the current status of the industry sector, any changes which had occurred since the last review which impacted on training, and the future direction of the industry.

 

Roleholders and associated skills and knowledge were identified for each industry sector.  These roleholder summaries were used as the basis for the draft qualifications.

 

Feedback received from industry, moderators, field staff, and training providers since the last review was also considered by the review panels as part of the review process.

 

Final qualification drafts were placed on the Agriculture ITO website and all stakeholders including shearing contractors, industry sector organisations, training providers, and other ITOs were notified of the opportunity to provide feedback.

 

This further feedback was considered by the review panel, and the qualifications were updated accordingly.  The final qualifications were then endorsed by the Agriculture Industry Committee.

 

Main changes resulting from the review

 

·         The classification in all titles has been changed to Wool Harvesting

·         The two qualifications, the National Certificate in Wool Harvesting (Level 2) with strands in Machine Shearing Crossbred Wool, Machine Shearing Fine Wool, Blade Shearing, and Wool Handling [Ref: 1050] and the National Certificate in Wool Handling with an optional strand in Grading Wool [Ref: 1058] have been split to reflect the requirements of roleholders and industry needs for clear training pathways.

·      Elective standards 20114 and 20316 are now compulsory.

·      The optional strand in Grading Wool, consisting of standards 15049 and 20118, has been separated into the new qualification, the National Certificate in Wool Harvesting (Wool Handler) (Level 4) [Ref: 1548].

·      Credits for standard 20117 have decreased from 6 to 5.

·      The prerequisite for Ref: 1058 has changed to the National Certificate in Wool Harvesting (Entry) (Level 2) with the Leaner Wool Handler Strand [Ref: 1546].

 

Transition

 

Current candidates may complete version 1, however the Agriculture Industry Training Organisation encourages people who are part way through version 1 of the qualification to transfer to version 2.  Candidates who are completing the optional strand are encouraged to transfer to the National Certificate in Wool Harvesting (Wool Handler) (Level 4) [Ref: 1548].

 

The start date for programmes or courses for version 2 of the National Certificate in Wool Harvesting (Wool Handler) (Level 3) [Ref: 1058], and for the National Certificate in Wool Harvesting (Wool Handler) (Level 4) [Ref: 1548] is at the time of registration.

 

The last date for entry to programmes or courses for version 1 is December 2010.

 

The last date for assessments to take place for version 1 is December 2013.

 

Qualification [Ref: 1058] contains standards that replaced earlier standards.  For the purposes of this qualification, people who have gained credit for the expired standards are exempt from the requirement to gain credit for the replacement standards - see table below.

There are significant differences between the expiring qualification and its replacement qualifications.  The differences are:

·      The qualification has been split into two qualifications, with qualification [Ref: 1546] designed for an entry level person who requires a broad range of skills, and qualification [Ref: 1547] designed for a junior shearer.

·      Standards 12546, 15050, 15053, and 20119 from the compulsory section have moved to the compulsory section of qualification [Ref: 1546].

·      Standards 497 and 4249 are compulsory in both of the new qualifications.

·      Standards 3503 and 13350 have not been included in either of the new qualifications.

·      Standard 19145 has been added to the compulsory section of qualification [Ref: 1547].

·      The Machine Shearing Crossbred Wool Strand and the Machine Shearing Fine Wool Strand have been split with standards 15041 and 15042 being moved to the Learner Shearer Strand of qualification [Ref: 1546] and the elective sets A and B of qualification [Ref: 1547].

·      Standards 20101 and 20113 have also been moved to elective sets A and B in qualification [Ref: 1547].

·      Standard 20102 has also been moved to elective set B in qualification [Ref: 1547]

·      Standards 19145, 3501, 9677, 1304, and 1293 have been added to the compulsory section of qualification [Ref: 1546].

·      Standards 25853 and 577 have been added to Learner Shearer Strand of qualification [Ref: 1546].

·      Standards 20108 and 20109, which make up the Strand Blade Shearing Strand, have moved to elective set C in qualification [Ref: 1547].

·      The Wool Handling Strand, made up of standard 20120, has been renamed the Learner Wool Handler Strand and moved to qualification [Ref: 1546].

 

Transition

 

The Agriculture Industry Training Organisation encourages people who are part way through the replaced qualification to transfer to one of the new qualifications.  People who wish to pursue a career in Wool Handling are advised to transfer to the National Certificate in Wool Harvesting (Entry) (Level 2) with strands [Ref: 1546].  People who wish to pursue a career in Shearing may transfer to either the National Certificate in Wool Harvesting (Entry) (Level 2) with strands [Ref: 1546] or the National Certificate in Wool Harvesting (Junior Shearer) (Level 2) [Ref: 1547] depending on their current level of competency.

 

The start date for programmes or courses for the new qualifications is at the time of registration.

 

The last date for entry to programmes or courses for the replaced qualification is December 2010.

 

The last date for assessments to take place for the replaced qualification is December 2012.

 

It is not intended that anyone be disadvantaged by this review.  However, anyone who feels they have been disadvantaged may appeal to the Agriculture Industry Training Organisation at the address below.
