Reason for the revision

 

This unit standard revision and rollover was the result of the review of the outdoor recreation unit standards.  Consequently, unit standards listed above were revised, with minor edits, to reflect changes to legislation and web links, and were transferred to AMAP 0099.

Summary of review and consultation process

 

In 2007, the NZ Outdoor Leader Standards & Qualifications Alignment Project Advisory Group recommended a review of qualifications within the outdoor sector to rationalise overlaps, create a clear qualification pathway, and address identified gaps.  A copy of the OLQAP Phase II Project Report is available from the Outdoors New Zealand website under current projects.  The unit standards listed above have been amended in response to these recommendations.  This review has focused on unit standards in a new entry‑level qualification under development to meet an identified gap.

 

Discipline-specific review panels with representatives from key peak organisations were established and meetings convened.  Initial discussion centred on clarifying the standard required to meet the identified skills gap.  Decisions were made on which existing unit standards were appropriate for the new qualification.  These were reviewed for fitness for purpose and new unit standards were developed to capture discipline-specific technical skills.

 

Draft unit standards were circulated for internal and external feedback.  External feedback was provided by the Mountain Safety Council, NZ Outdoor Instructors Association, Outdoors New Zealand, Education Outdoors New Zealand, schools, tertiary training providers, assessors, employers and other Industry Training Organisations.  Suggestions arising from this consultation were incorporated where valid.

 

Final drafts were placed on the website for wider consultation with all stakeholders.  Feedback received was incorporated where valid prior to submission to NZQA.

 

Main changes resulting from the review

 

·      All unit standards listed above were transferred to AMAP 0099.

·      The content of standard 424 was changed from the provision of emergency care to the management of an emergency situation.

·      The titles of standards 424, 451, 20143, 20146, 20159, 20160 and 20161 were changed.

·      Standard 20147 was designated expiring and not replaced.

·      Standard 14223 was replaced by standards 26237 and 26239.

·      Standard 20142 was replaced by 26391.

·      The credits for standard 20143 increased from 3 to 7, and the level increased from 3 to 4.

·      The credits for standard 20146 increased from 3 to 5.

·      The credits for standard 20159 increased from 1 to 2.

·      11 new unit standards were developed.

·      Technical components of unit standards 20159, 20160, and 20161 were amended to an increased emphasis on application in the outdoors.
