Review of Adult Literacy Education qualifications

NZQA National Qualifications Services has completed the review of the qualifications listed above.

Summary of review and consultation process

 

This review was conducted as part of the scheduled review cycle.  The National Certificate in Adult Literacy Education (Educator) [Ref: 1212] was registered in November 2005, and the National Certificate in Adult Literacy Education (Vocational Tutor/Lecturer or Workplace Trainer) [Ref: 1253] was registered in August 2006.  This is the first review of these qualifications.

 

In August 2008, the review began with the setting up of a project advisory group to give plenary advice on the direction that the Adult Literacy and Numeracy Education (ALNE) panel should take to meet the practical needs of the sector, and to adhere to the key goals and principles contained in the government document, Literacy, Language and Numeracy Action Plan 2008-2012: Raising the literacy, language and numeracy skills of the workforce (2008).  The group consisted of representatives from: Ministry of Education, Tertiary Education Commission (TEC), Department of Labour, Industry Training Federation, two literacy training organisations and a polytechnic.

 

The advisory group noted that numeracy had been overshadowed by literacy in these qualifications, and recommended that the teaching of numeracy be made of equal importance to literacy.  Changes to the qualifications have been made to reflect this.

 

In September 2009, an expert panel comprising of representatives of TEC, New Zealand Council of Trade Unions, literacy training organisations, Industry Training Organisations, polytechnics and Private Training Enterprises met to conduct the review of the standards and qualifications.

 

There were no significant changes to the qualifications.  This was endorsed by the wider network including providers that had recorded results against the qualifications and other stakeholders that had expressed an interest in being part of the consultation process.

 

Main changes resulting from the review

 

·      The level was included in the titles.

·      The teaching of numeracy was made more explicit so that it would be seen to be of equal importance to literacy.  Numeracy was added where there was a reference to literacy.

·      The title of both qualifications was changed to include numeracy.

·      Adjustments to standard titles, levels, credit values, and credit range were made to align with the reviewed ALNE standards, approved in May 2010.

Changes to content

·      Title of the qualification has changed to reflect the new domain name and its emphasis on both literacy and numeracy.

·      The minimum credit requirement has changed from 78-83 to 81.

·      Standard 21203 was replaced by standard 26359 in the elective.

Changes to content

·      Title of the qualification has changed to reflect the new domain name and its emphasis on both literacy and numeracy.

·      Domain names in the elective were updated and exemptions were included for earlier classifications.

 

Transition

 

People currently working towards version 1 of either qualification may choose to complete that version or transfer their results to version 2.  The final date for entry into version 1 of the qualifications is 31 December 2010.  The final date for assessments to take place for version 1 is 31 December 2013.

 

[Ref: 1212] contains a standard that replaced an earlier standard.  For the purposes of this qualification, people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard - see table below.
