Summary
NZQA First Aid unit standards 6400-6401 are currently registered within domain Core Health. These unit standards are widely used, appearing in approximately 250 different National qualifications belonging to over 30 Standard Setting Bodies (SSBs), and are used for assessment in workplace first aid training in New Zealand.
NQS identified the need to approach the review of these unit standards from an evidenced-based position and so, in October 2005, convened a meeting of medical practitioners, researchers, first aid practitioners and ITOs. This group discussed what the basic skills of a first aider should be. Based upon the discussion at that meeting a small group, including a medical practitioner, medical researcher and a first aid practitioner representative, was asked to develop a consultation document. The aim was to capture the material from the meeting and present it in a framework that outlined the skills and knowledge expected of a first aider. This clinical framework was used to inform the review of the NZQA first aid standards and development of First Aid as a Life Skill: Training Requirements for Quality Provision of Unit-standard-based First Aid Courses that has been published as an outcome of this review.
A review panel comprising representatives from New Zealand Defence Force, New Zealand Fire Service, New Zealand Resuscitation Council, training providers, local government, and ITOs was convened in September 2007. The review resulted in the development of two new first aid unit standards, 26551 Provide first aid for life threatening conditions and 26552 Demonstrate knowledge of common first aid conditions and how to respond to them to replace the three existing standards in the 6400 series.
During the review and development of these standards the appropriateness of the classification Core Health for generic first aid standards was queried. This query was prompted by standard setting responsibility changes within field Health and the perceived need to register the new first aid standards in a domain that better reflected their social and public health importance. To that end a new domain First Aid was registered in April 2009.
A second panel was convened in December 2009 to further validate the standards prior to submission for evaluation. This workshop resulted in the final drafting of standards 26551 and 26552 and the development of assessment support material for the two standards. This material is available for download from the NZQA website.
These standards were widely discussed and consulted on through consultation networks and at first aid training provider conferences and workshops in 2008 and 2010.
Main changes
The result of this review has been the development of:
· new unit standards 26551 Provide first aid for life threatening conditions and 26552 Demonstrate knowledge of common first aid conditions to replace 6400, 6401 and 6402
· assessment support material, to be made available to all providers
· new training requirements for unit standard based first aid courses.
Revision of Unit 26552, Demonstrate knowledge of common first aid conditions and how to respond to them
Unit 26552, Demonstrate knowledge of common first aid conditions and how to respond to them, was revised in February 2011 following feedback from industry and stakeholders.
The third bullet point in explanatory note 8 referred to 'medical' conditions only. It was, however, intended that learners be required to give three signs and/or symptoms, one response and an example of when help should be sought for all conditions (injuries and medical). Therefore, to prevent misunderstanding over assessment requirements, the explanatory note was amended from, 'for each medical condition,' to, 'for each first aid condition'.
Category C unit standards will expire at the end of December 2013

Impact on Accreditation and Moderation Action Plan (AMAP)
The standards have been transferred from AMAP 0104 to 0230.
Impact on registered qualifications
No NZQA National Qualifications Services qualifications are impacted by this review.
NQS conducted consultation with affected SSBs and proposed an exemption plan for registered National qualifications that include the replaced First Aid standards. It was agreed that the replacement First Aid standards (26551 and 26552) could be used as exemptions to meet the requirements of qualifications that specified the replaced standards (6400-6402), and that these exemptions would be applied to the registered versions of the qualifications by NZQA.

Transition
All affected SSBs were contacted by NQS, and it was proposed that exemptions (reverse transition) be included in affected qualifications. This would allow candidates to meet qualification requirements that specify the replaced standards by using the replacement standards, or to meet qualification requirements that specify the lapsing domain by using credits from the new First Aid domain.
Those SSBs that agreed to the proposal will have applicable reverse transition automatically included in the affected qualifications. These qualifications will be amended by NZQA and republished as the same version. No further action need be taken by the SSB. SSBs that did not agree to this proposal must update their affected qualifications before 31 December 2013 (the expiry date of the replaced standards).
