Review of Horticulture qualifications

 

National Certificate in Horticulture (Arboriculture) with strands in Ground Worker, Consultant Climber, Transplant Worker, Basic Climber, Advanced Climber, and Utility Worker [Ref: 0896]

 

The New Zealand Horticulture Industry Training Organisation has completed the review of the qualification listed above.

 

Replacement qualifications

 

National Certificate in Horticulture (Arboriculture) (Level 3) [Ref: 1533]

National Certificate in Horticulture (Arboriculture) (Level 4) with an optional strand in Advanced [Ref: 1534]

The next qualification review is planned to take place during 2015.

 

Summary of review and consultation process

 

NZHITO, in conjunction with the Arboriculture advisory group and industry stakeholders, represented by the New Zealand Arboriculture Association, has recently reviewed the qualification and unit standards for the Arboriculture sector of the horticulture industry.  The outcome of the review has been to align the structure of the qualification with other NZHITO qualifications registered on the Framework, resulting in the replacement of the National Certificate in Horticulture (Arboriculture) with strands in Ground Worker, Consultant Climber, Transplant Worker, Basic Climber, Advanced Climber, and Utility Worker [Ref: 0896].  The development of two new qualifications has enabled the ITO to align training outcomes for the arboriculture industry with other sectors of the horticulture industry.

 

The six strands of the replaced qualification did not reflect roles in the arboriculture industry.  For example, as there is no such thing as a job description for a Transplant Worker, the learning outcomes did not reflect roles in the industry.  Considerable duplication and overlap existed between each of the six strands.

 

Main changes resulting from the review

 

National Certificate in Horticulture (Arboriculture) with strands in Ground Worker, Consultant Climber, Transplant Worker, Basic Climber, Advanced Climber, and Utility Worker [Ref: 0896] replaced by

National Certificate in Horticulture (Arboriculture) (Level 3) [Ref: 1533] and

National Certificate in Horticulture (Arboriculture) (Level 4) with an optional strand in Advanced [Ref: 1534]

Changes to structure and content

·      two new qualifications were developed at levels 3 and 4 to replace the existing stranded qualification

·      all the standards in the core compulsory except standard 43 were transferred to both of the new qualifications

·      standards 2763, 2766, 2767, 2768, 17151, 17256, 17261, 22174, and 22177 from the strands were transferred to the new qualifications along with standard 25399 which replaced standard 17260

·      standards 43, 2773, 2774, 2775, 17257, 17258, and 17262 along with standard 25406 which replaced standard 2822 were transferred from the strands to Ref: 1534 only

·      standards 829 and 22178 from the strands were transferred to the Advanced Optional Strand in Ref: 1534

·      no other standards were transferred to the replacement qualifications

·      total credits changed from 48-130 in the replaced qualification to 76 for Ref: 1533 and 149 for Ref: 1534.

 

Transition

 

People part way through the National Certificate in Horticulture (Arboriculture) with strands in Ground Worker, Consultant Climber, Transplant Worker, Basic Climber, Advanced Climber, and Utility Worker [Ref: 0896] may either complete that qualification, or transfer existing credit to meet the requirements of the National Certificate in Horticulture (Arboriculture) (Level 3) [Ref: 1533] or National Certificate in Horticulture (Arboriculture) (Level 4) with an optional strand in Advanced [Ref: 1534].

 

The last date for assessments to take place for the National Certificate in Horticulture (Arboriculture) with strands in Ground Worker, Consultant Climber, Transplant Worker, Basic Climber, Advanced Climber, and Utility Worker [Ref: 0896] is 31 December 2012.

 

These new qualifications contain standards that replace earlier standards.  For the purposes of these qualifications, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

Reverse transition arrangements were added to Ref: 0896 for standards due to expire before the last date for assessment of the replaced qualification.  For the purpose of the expiring qualification, people who have gained credit for the replacement standards are exempt from the requirement to gain credit for the expiring standards - see table below.
