Summary of review and consultation process

 

Unit standards 16605-16610 were designed to assist trainees prepare for, and recognise the achievement of, driver licence classes 1-6.  The decision has been made to expire them for the following reasons:

 

·      Unit standards 16606-16609 were registered prior to the development and registration of driver licence class 2 - 5 unit standards 17574 to 17577.  They continued to serve a purpose as a 'for qualifications only' alternative to 17574 to 17577, which were initially restricted to NZ Transport Agency approved licensing courses and licensing purposes.  This situation was rectified in 2004 to allow candidates to undertake, as appropriate, assessment against 17574 to 17577 for qualification purposes and regardless of whether they already hold that particular driver licence class.  Over the last five years unit standards 16606 to 16609 have been removed from qualifications as they are reviewed, in anticipation of their eventual expiry.

 

·      Unit standards 16605 and 16610 (Class 1 and Class 6) duplicate core driving competencies that are already recognised in driving qualifications.  New qualifications are designed to include relevant standards from the core driving knowledge and skills domain.

 

Accredited organisations, registered assessors and the NZ Transport Agency were consulted for this review.  Notification of the decision to expire the standards was sent out to stakeholders in September 2009.

 

Following expiry of the unit standards Tranzqual will update the National Certificate in Commercial Road Transport (Courier Driver) with strands in Urgent Operations, and Non-urgent Operations [Ref: 1084] and the National Certificate in Driving (Light Motor Vehicle) [Ref: 0796].

·         Unit standards 16605-16610 have been designated expiring.

 

Unit standards categorised as category D will expire at the end of December 2012.
