Competenz has completed the review of the qualifications listed above.

Summary of review and consultation process

 

The review of the qualifications was conducted simultaneously with the review of the standards in the Architectural Aluminium Joinery domain.

 

No major changes had been made to these qualifications since they were first registered and a number of issues needed to be addressed:

·         There was a need for qualifications that reflected the distinct markets in the industry and formed a progression from level 2 to 4 and above.  With only 3 standards and 25 credits difference between the first versions of these two manufacturing qualifications, industry considered that there was little to distinguish one from the other.

·         Industry determined that the main market was for a substantial qualification at level 3 with a range of electives; and that a reduced credit level 2 entry qualification was needed for a smaller market consisting of school leavers and others with limited manufacturing experience.

·         All standards in the current versions of the two qualifications are compulsory and industry wanted options at level 3 that suited employers, their employees, and the organisation of production within companies. 

·         Review and maintenance of the qualifications was needed to include changes to the standards in the Architectural Aluminium Joinery, Flat Glass, Engineering Core Skills, and Engineering - Measurement domains.

 

The consultation process included:

 

1       A Qualifications Advisory Group comprising representatives from:

·         Four proprietary systems suppliers - the industry leaders.

·         National Fabricators Group - the main users of the standards.

·         Assessors.

·         The Window Association of New Zealand (Inc.) Private Training Establishment.

2       All employers of trainees enrolled in the National Certificates in Architectural Aluminium Joinery Levels 2 and 3 [Ref: 0765 and 0766].

3       The Joinery Industry Training Organisation and the Building and Construction Industry Training Organisation.

4       Members of Competenz Architectural Aluminium Joinery Sector Advisory Group

 

The Qualifications Advisory Group considered the comments from the consultation process and endorsed changes at meetings held in 2005.  The new version of the level 3 qualification was approved at a meeting on 5 October 2006.

 

Main changes resulting from the review

 

The main changes resulting from the review were:

 

The two manufacturing qualifications are now quite distinct.

 

·         The level 2 certificate is now an entry level qualification.  As such the standards for complex aluminium joinery activities have been removed and the credit total reduced. 

·         The level 3 certificate retains the higher level aluminium joinery standards, and is distinguished from the level 2 qualification by the addition of an elective section and an optional strand.

·         These changes enable industry to provide options for experienced employees to choose formerly compulsory skills such as glass knowledge and cutting, and for industry to recognise the contribution that candidates at this level make to customer service, teamwork, and the supervision of others.

·         The optional strand in Cutting and Machining means that this specialist function can be formally recognised.

·         New and revised standards in the architectural aluminium joinery domain have been added to both qualifications.

·         The qualification titles have been changed to reflect the changes made.

·         Titles, levels and credits of reviewed standards have been updated.

·         Standards from other domains have been added to or deleted from, the compulsory sections of both qualifications and, at level 3, been moved from the compulsory to the elective section or optional strand.

The qualification has been revised to reflect the entry level target market and includes the following changes to structure and content:

·         'Entry Skills' added to the title.

·         Credit total reduced from 76 to 64 credits.

·         Purpose statement updated to better reflect the target group for the qualification.

·         Standards 554, 556, 2037, 2430, and 4432 have been removed from the qualification.

·         Standards 3501, 21329, and 22883 were added.

·         Standards 2032, 2035, and 2824 have been replaced with standards 20497, 20498, 21911and 21912.

·         Titles and credits of reviewed standards updated.

·         Prerequisite diagram updated.

This qualification has been revised to reflect the need for options at this level and includes the following changes to structure and content.

 

·           Title changed to National Certificate in Architectural Aluminium Joinery (Assembly and Glazing) (Level 3) with optional strand in Cutting and Machining.

·           Credit total has increased from 101 to 103, or 123 with the optional strand.

·           New elective section and an optional strand in Cutting and Machining added.

·           Standards 2037, 2430, 2824, 4432, 8489, and 10790 removed from, and standards 11818, 17593, and 17602 added to, the compulsory section.

·           Standards 1307 and 2989 moved from the compulsory to the elective section.

·           Standards 103, 111, 376, 1312, 2780, 9680, 9681, 9696, 11101, 11815, 11816, 18203, 19610, 19611, 19615, 20496, 20507, 20511, and 23740 added to the elective section.

·           Standard 553 is expiring and has been substituted with standards 22881 and 22884.

·           Standards 2397, 22881, and 22884 added to the optional strand in Cutting and Machining.

·           Standards 2032 and 2035 have been replaced with standards 20497 and 20498 in the compulsory section.

·           Titles and credits of reviewed standards updated.

·           Prerequisite diagram updated.

 

Transition

 

All trainees from August 2007 will be enrolled in version 2 of the qualifications.  People currently working towards version 1 may either complete the requirements of that version or transfer to version 2.  All versions of this qualification will be recognised by Competenz.  The last date for assessment of version 1 of both qualifications is 31 December 2011.

 

The National Certificate in Architectural Aluminium Joinery (Entry Skills) (Level 2) [Ref: 0765] contains standards that replace earlier standards.  For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.
