Review of Wood Fibre Manufacturing qualifications

 

National Certificate in Wood Fibre Manufacturing (Level 3) with strands in Composite Panel Preparation, Composite Panel Forming and Pressing, Composite Panel Finishing, Mechanical Pulping Operations, Pulp and Paper Dry End Operations, Pulp and Paper Wet End Operations, and Overlay Bonding Operations [Ref: 1309]

National Certificate in Wood Fibre Manufacturing (Advanced) (Level 4) with strands in Composite Panel Manufacturing, Paper Making, Mechanical Pulp Making, and Overlay Bonding [Ref: 1310].

 

The Forest Industries Training and Education Council (FITEC) has completed the review of the qualifications listed above.

 

New qualifications

 

National Certificate in Wood Fibre Manufacturing (Pulp and Paper) (Level 3) with strands in Mechanical Pulping, Pulp and Paper Dry End, and Pulp and Paper Wet End [Ref: 1572]

National Certificate in Wood Fibre Manufacturing (Pulp and Paper) (Level 4) with strands in Paper Making, and Mechanical Pulp Making [Ref: 1573].

The next qualification review is planned to take place during 2015.

 

Summary of review and consultation process

 

The review of the Wood Fibre Manufacturing qualifications [Ref: 1309] and [Ref: 1310] was conducted in consultation with the Pulp and Paper Sector Committee, which represents 100% of the pulp and paper sector.  This consultation indicated that the standards in the core compulsory sections were not applicable to people working in the Pulp and Paper industry, making it difficult for them to complete the qualification.  It was agreed to remove the strands relating to Pulp and Paper from the Wood Fibre Manufacturing qualifications and develop two new qualifications specifically for this sector.

 

As a result of the review, the Wood Panels sector was also consulted to confirm the qualifications relating to their sector were still fit for purpose.

 

Main changes resulting from the review

 

The Pulp and Paper strands have been removed from the Wood Fibre Manufacturing qualifications and two new qualifications have been developed.  The titles of the two existing qualifications have been amended to reflect the removal of the pulp and paper strands.

Changes to structure and content

·         The Mechanical Pulping Operations, Pulp and Paper Dry End Operations, and Wet End Operations strands were removed.

·         The title was amended to include the descriptor Wood Panels.

·         Expiring standards 708, 710, 7067, 7069-7072, and 17044 were removed from the qualification.

 

Transition

 

People working towards version 2 of this qualification may either complete the requirements for that version or transfer their results to version 3.  The last date for entry to training programmes or courses for version 2 is December 2011.  People currently enrolled in programmes of study leading to the award of the previous version have until 31 December 2013 to complete the assessment requirements for that version.  It is recommended that people working towards the pulp and paper strands transfer to the National Certificate in Wood Fibre Manufacturing (Pulp and Paper) (Level 3) with strands in Mechanical Pulping, Pulp and Paper Dry End, and Pulp and Paper Wet End [Ref: 1572].

 

People who are considering transition from version 2 to version 3 of this qualification, or to the National Certificate in Wood Fibre Manufacturing (Pulp and Paper) (Level 3) with strands in Mechanical Pulping, Pulp and Paper Dry End, and Pulp and Paper Wet End [Ref: 1572], should contact their training provider or FITEC at the address below for further advice.

It is anticipated that no existing trainees will be disadvantaged by these transition arrangements.  Any person who feels they have been disadvantaged by these transition arrangements should contact FITEC at the address below.  Appeals will be considered on a case-by-case basis.
