Review of Gas Industry qualifications

The New Zealand Extractive Industry Training Organisation has completed the review of the qualifications listed above.

Summary of review and consultation process

 

EXITO undertook a review of the Gas Transmission industry qualification requirements which revealed a major reason for non-completion of qualifications was that the qualification requirements did not align with jobs in the industry.  The qualification structure required review to address this need.  The review resulted in the development of five replacements and one new qualification that provide a staircase of skills and knowledge required in operational positions in the Gas Transmission industry.

 

Advisory groups for the major sectors in the Gas Transmission industry were established to ensure that reviewed qualifications' structure and content reflected the skills and knowledge needed in operational roles in each sector of the Gas Transmission industry.

 

Main changes resulting from the review

 

The two existing Gas Transmission qualifications were replaced with five qualifications in Gas Transmission Operations.  A new level 2 Gas Transmission Operations qualification was also developed.  The National Certificate in Occupational Health and Safety (Workplace Safety) (Level 3) [Ref: 0801] has been added to the replacement level 3 qualifications as a pre-requisite qualification to address the health and safety requirements of the Gas Transmission industry.

There are substantial differences between the replaced qualification and the replacement qualifications

·      The National Certificate in Occupational Health and Safety (Workplace Safety) (Level 3) [Ref: 0801] has been added as a prerequisite to the replacement level 3 qualifications to cover the health and safety requirements in this industry.

·      Changes have been made to the content of the compulsory and elective sections.

·      Standards from the replaced qualification that no longer meet the needs of industry have not been included in any of the replacement qualifications.

·      Additional standards have been included where necessary to meet the needs of industry.

·      Total credit requirements for the replacement qualifications are 90, 50 and 68 respectively; the credit total for the replaced qualification was 93.

·      Standards 3490, 6400, 9609, 9618, 17590, 17602, 18420, 18426, 19541, and 19542 from the compulsory and standards 823, 2780, 3058, 3062, 3491, 5059, 5060, 12450, 12522, 16617, 17976, 18415, 18421, 19553, 19554, 19555, and 19557 from the elective section have not been included in this qualification.

·      Standard 3054 from the compulsory has been included in the compulsory of this qualification.

·      Standards 9543, 9548, 9554, and 9575 from the elective have been included in the compulsory.

·      Standards 9553 and 9576 from the elective and 20590 from the compulsory are now included as optional standards.

·      Standards 9547, 9550, 9551, 9555, 20877, 20878, 25314, and 25510 have been added to the compulsory and 9546 and 10993 have been added to the elective.

·      Standard 2138 has been added to the optional standards.

·      Standard 3054 from the compulsory has been included in the compulsory of this qualification.

·      Standards 9548, 9553, 9575, 9576, 12450, 18415, 18421, and 19557 from the elective have been included in the compulsory of this qualification.

·      Standards 9551, 17054, 19560, 20877, 20878, 23088, 25315, and 25510 have been added to the compulsory of this qualification.

·      Standards 2138 and 25314 have been added to the optional standards.

·      Standards 2630, 2634, 2636, 2638, 2649, 2665, 2666, 2668, 17054, 24886, 24889, 25315, and 25510 have been added to the compulsory.

 

Transition

 

Trainees currently working towards the replaced qualification may either complete the requirements for that qualification by 31 December 2013 or transfer their results to the appropriate replacement qualifications.  However, it should be noted that there are substantial differences between the replaced qualification and the replacement qualifications.  The replaced qualification contains standards in the elective section that have expired or have been designated expiring.  Standards 823, 5059, 5060, 12522 or 19533 have expired so trainees will have to select other standards in the elective to meet the requirements of the qualification.  Trainees intending to achieve credit for standard 3062 must do so by December 2011.  The last date for entry to training programmes or courses for the replaced qualification is December 2011.

 

It is anticipated that no existing trainees will be disadvantaged by these transition arrangements.  Any person who feels they have been disadvantaged by these transition arrangements should contact EXITO who will consider appeals on a case by case basis.

 

These replacement qualifications contain standards that are a substitute for or replace earlier or expiring standards.  For the purposes of these qualifications, people who have gained credit for the earlier or expiring standards are exempt from the requirement to gain credit for the substitute or replacement standards - see tables below.

·      Standards 12456, 18285 and 18416 from the compulsory have been included in the compulsory of this qualification; standard 9630 from the compulsory has been replaced by standard 19341 in the compulsory of this qualification.

·      Standards 18418, 18419, 19558, and 19559 from the Pipeline Operation strand have been included in the compulsory.

·      Standard 19554 has been added to the compulsory.

·      Standards 16718, 20645, and 21467 have been added to the optional standards.

·      All standards are compulsory.

·      The Pipeline Operation strand is not included in this qualification.

Transition

The replaced qualification contains standards that have been replaced by later standards.  The last date for assessments to take place for the expiring standards 2650-2652 and 2656 is December 2010.  The last date for assessment for expiring standard 9630 is December 2011.  For the purposes of this qualification people who have gained credit for replacement standards are exempt from the requirement to gain credit for the expiring standards (see table below).
