The Equine Industry Training Organisation has completed the review of the qualifications listed above.

was replaced by the Harness Racing and Thoroughbred Racing strands in

National Certificate in Equine (Stable Management) with strands in Harness Racing, Thoroughbred Racing, and Breeding [Ref: 1541]

 

The Breeding strand in

National Certificate in Equine (Level 4) with strands in Breeding, Harness Racing, Sporthorse, and Thoroughbred Racing [Ref: 0216]

was replaced by

National Certificate in Equine (Breeding) (Level 3) [Ref: 1542]

and the Breeding strand in

National Certificate in Equine (Stable Management) with strands in Harness Racing, Thoroughbred Racing, and Breeding [Ref: 1541]

The next qualification review is planned to take place during 2014.

 

Summary of review and consultation process

 

The qualification consultation process began in 2008 following the unit standard review.

 

A review panel made up of industry sector representatives and other relevant stakeholders was convened to discuss changes that had occurred in their sectors and changes likely to happen in the future that could have an affect on qualifications' content.  Qualifications were discussed and changes were suggested to their structure and content to reflect current and future requirements of industry sectors.

 

Training providers, Industry Sector CEOs, and wider industry stakeholders were informed of the review and invited to forward their suggestions for changes or additions.  Industry Sector Organisations consulted directly with employers and trainees to obtain input.

 

Feedback from consultation was collated and presented to the qualifications review panel for their consideration.  Changes to qualifications structure and content were made where these were considered valid.

 

Industry sector CEOs then had further opportunity to comment on the amended drafts to ensure they met their sector needs.

 

The NZ Equine Education Trust, being the industry's predominant provider of off-job training had a major input into the restructuring of the qualifications.  These changes were intended to provide greater flexibility and stair-casing opportunities for trainees.

 

The wider range of electives within the reviewed qualifications will help to ensure that trainees entering industry training are given immediate recognition of industry and core generic standards achieved while at school.

 

The final versions of qualifications were presented to the Equine ITO Board for final consideration and sign off early in 2009.

 

Main changes resulting from the review

 

·         The National Certificate in Equine (Care and Handling) (Level 3) [Ref: 1540] was developed to support individual owners who own, agist and train horses to supply the equine industry.

·         The National Certificate in Equine (Racing Stable Management) (Level 4) [Ref: 0794] was replaced by the Harness Racing and Thoroughbred Racing strands in the National Certificate in Equine (Stable Management) [Ref: 1541].

·         The Breeding strand in the National Certificate in Equine (Level 4) [Ref: 0216] was replaced by the National Certificate in Equine (Breeding) (Level 3) [Ref: 1542], and the Breeding strand in the National Certificate in Equine (Stable Management) [Ref: 1541].

·         Titles of Refs: 0216 and 0654 were amended to reflect changes to strands.

·         New elective sections were added.

·         Unit standards were updated as a result of unit standard reviews.

·         Unit standards were added to, and removed from, qualifications to reflect current and future industry requirements.

Changes to structure and content

·      The title descriptor was changed from 'Introductory Skills' to 'Introductory Stable Skills'.

·      The overall credit requirement decreased from 73 to 70.

·      The credit requirement for the Compulsory reduced from 48 to 9.

·      The credit requirement for Elective 1 increased from 23 to 36.

·      The credit requirement for Elective 2 increased from 2 to 25.

·      Standards 1623, 1624, 1648, 1650, 1656, 1658, 1660, 6579, 6612, 6622, 19945 from the Compulsory were moved to Elective 1.

·      Standards 64 and 497 remain in the Compulsory, and standards 10780 and 12383 were added.

·      Standard 1651 was removed from the Compulsory.

·      Standards 14594, 23973, and 25003 were added to Elective 1.

·      Standards 524, 12348, 12353 and 12357 were removed from Elective 1.

·      Standards 496, 504, 525, 548, 1277, 1293, 1294, 2780, 3501, 3503, 12349, 12355 were moved from Elective 1 to Elective 2.

·      Standard 1618 was moved from Elective 2 to Elective 1.

·      Standards 101, 1304, 1978, 4249, 7123, 8811, 8817, 9707, 10781, 12883, 24704, 24709, 90058, 90060 were added to Elective 2.

·      Standards 1596, 1603, and 1640 were removed from Elective 2.

This qualification contains standards that replace and standards that have been substituted for earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

Changes to structure and content

·      The title was amended to reflect the changes to strands and strand names.

·      Total qualification credits were increased from 141-163 to 165-222.

·      The Breeding strand was replaced by the National Certificate in Equine (Breeding) (Level 3) [Ref: 1542], and the Breeding strand of the National Certificate in Equine (Stable Management) with strands in Harness Racing, Thoroughbred Racing, and Breeding [Ref: 1541].

·      The Sporthorse Stable Attendant strand was added.

Compulsory

·      The Compulsory was renamed Core Compulsory.

·      The credit requirement increased from 57 to 83.

·      Standards 1636, 6580, 14594, 23973, 25003, 25004, and 25443 were added.

·      Standard 17593 was substituted for standard 497.

·      Standards 1624 and 1652 were moved to the Equine Common List.

·      Standard 19949 was moved from the Thoroughbred Racing strand.

·      Standard 1652 was removed.

 

Core Elective 1

·      Core Elective 1 was renamed Core Elective.

·      The credit requirement decreased from 16 to 10.

·      Standards 1293, 3503, 4261, 9707, 17624, 17625, 21639, 24704, 24709 were added.

·      Standards 524, 2780, 12353, and 12556 were removed.

·      Standard 64 was moved from Core Elective 1 to the Core Compulsory.

·      Standard 12627 was moved to the Jockey Compulsory.

 

Core Elective 2

·      Core Elective 2 was replaced by elective sections in each of the strands.  The standards used to meet the strand electives now come from the Equine Common List, from which candidates can choose standards that best fit with their sector's requirements.

·      The credit requirement changed from a balance rule to 10-40 depending on the strand.

·      Standard 6611 was moved to the Core Compulsory.

·      Standards 1618, 1633, and 6617 were moved to the Equine Common List.

·      Standard 6612 was moved to the Sporthorse Competitor Compulsory, the Sporthorse Stable Attendant Compulsory, and the Equine Common list.

·      Standard 6620 was moved to the Equine Common List and the Sporthorse Stable Attendant Compulsory.

·      Standards 1597, 1619, 1622, 1623, 1624, 1661, 1662, 1655, 6582, 6583, 6587, 6601, 6612, 6613, 6615, 6618, 6621, 6623, 12546, 12529, 14590, 19459, 19460, 19461, 19945, 19946, 19947, 19948, 20884, 22355, 22916, 23644, 23645, 23972, 23974, 23975, 25442, and 25444 were added to the Equine Common List.

 

Breeding Strand

·      The Breeding strand in this qualification was replaced by the National Certificate in Equine (Breeding) (Level 3) [Ref: 1542], and the Breeding strand in National Certificate in Equine (Stable Management) [Ref: 1541].

·      There are substantial differences between the new qualifications [Refs: 1541 and 1542] and this qualification with the Breeding strand.  The Equine ITO is not aware of any candidates who intend to complete the Breeding strand in the National Certificate in Equine [Ref: 0216].  However, it there are any existing candidates, they should complete version 4 of Ref: 0216 by the last date of assessment (given below), or contact the ITO at the address given at the end of this report.

 

Sporthorse Stable Attendant

·      A new strand titled Sporthorse Stable Attendant was added.

 

Harness Racing Strand

·      The strand was restructured to include a Compulsory and two Electives.

·      The credit requirement for the strand increased from 59 to 112.  The credit requirement for the qualification with the strand increased from 145 to 205.

·      Standards 1597, 19459, 19460, 19461, and 19945 were moved to the Equine Common List.

·      Standard 1655 was moved to Harness Racing strand Elective 1 and the Equine Common List.

·      Standards 1599, 1633, 23969, 23970, 23971, 24303, 24304, and 25444 were added to Harness Racing Elective 1.

·      Standard 1601 was moved from the Harness Racing Compulsory to Harness Racing Elective 1.

·      Standard 20523 was removed from the Harness Racing Compulsory, but can be used to meet the requirements of the Jockey Compulsory.

·      Standard 20619 was removed.

 

Sporthorse Strand

·      The Sporthorse strand was renamed Sporthorse Competitor.

·      The strand was restructured to include a Compulsory and two Electives.

·      The credit requirement for the strand increased from 56 to 82.  The credit requirement for the qualification with the strand increased from 142 to 175.

·      Standards 1624, 1652, 6584, 6612, 24754, and 25979 were added to the Sporthorse Compulsory.

·      Standard 1662 was moved to the Sporthorse Stable Attendant strand and the Equine Common List.

·      Standards 1618 and 1619 were moved to the Equine Common List.

 

Thoroughbred Racing Strand

·      The Thoroughbred Racing strand was renamed Jockey.

·      The strand was restructured to include a Compulsory and an Elective.

·      The credit requirement for the strand increased from 55 to 129.  The credit requirement for the qualification with the strand increased from 141 to 222.

·      Standards 1618, 1619, 1662 and 19945 were moved to the Equine Common List.

·      Standard 19949 was moved to the Core Compulsory.

·      Standards 12627, 22354, 22356-22358, 22360, 23970, 24891, 25441, and 25444 were added to the Compulsory.

·      Standard 15623 was removed.

 

Transition

 

This qualification contains standards that have been substituted for earlier standards.  For the purposes of this qualification, people who have gained credit for the substituted standards are exempt from the requirement to gain credit for the replacement standards - see table below.

·      The credit requirement was increased from 19 to 35.

·      Standard 1662 was removed.

·      Standards 1618, 1624, 6623, and 14590 were moved to the Common Elective.

Thoroughbred Racing strand

·      The Thoroughbred Racing strand was renamed Thoroughbred Racing Stable Assistant.
