The Apparel and Textiles Industry Training Organisation has completed the review of the qualifications listed above.

The next qualification review is planned to take place during 2015.

 

Summary of review and consultation process

 

The review was carried out as part of the ITO's scheduled review programme.  All of the qualifications were due for review.  Representatives from each of the active dyeing companies in the industry were invited to participate along with training providers and training advisors involved in the sector.  Group meetings were held in Christchurch and consultation continued by email.

 

The group considered the relevancy of the qualifications for the sector now and into the future.  They looked at the structure and content of the qualifications and gave consideration to the infrequency of their award and the possible reasons for this.  Feedback that has been gained through moderation and ongoing contact with the sector was also used to inform the review.

 

Main changes resulting from the review

 

·           Standards 2916 and 5471 were removed from the National Certificate in Textile Dyeing and Finishing (Operations) (Level 2) with strands in Dyeing, Finishing, and Printing [Ref: 0186].

·           Standard 2780 was removed from the National Certificate in Textile Dyeing and Finishing (Dyeing Technology) (Level 4) with strands in Shade Assessment and Measurement, and Chemical Preparation [Ref: 0181].

·           The overall credit totals of [Ref: 0181] and [Ref: 0288] were changed.

·           Titles, levels, and credits of reviewed standards were updated.

Changes to structure and content

·           The credit value of standard 5375 increased from 6 to 16 credits.

·           Standard 2780 was removed from the qualification.

·           The overall credit total for the qualification has changed from 135 or 146 depending on strand to 136 or 156.

Changes to structure and content

·         The limitation on selecting a maximum of 5 credits from the Textiles Manufacture subfield was removed from the Core Elective section.

·         Standard 19841 was added to the Core Compulsory section.

·         Expiring standards 2916 and 5471 were removed from the qualification.

·         Standard 2912 was reclassified to the Textile Dyeing and Finishing domain and is no longer specified in the Finishing Strand Elective but is available through the Finishing Strand Balance.

·         The overall credit total for the qualification has changed from 40, to 40 or 41 depending on strand.

·         Standard 2913 had the level changed from 4 to 3 and the credits value reduced from 24 to 12.

·         Standard 2917 had the level changed from 2 to 3 and the credit value increased from 3 to 12.

Changes to structure and content

·           Standards 5876, 5877 and 5878 were moved from Elective 2 to the Compulsory section.

·           The elective sections were combined to form one elective section.

·           The credit value of standard 5375 was increased from 6 to 16.

·           The overall credit total for the qualification was raised from 76-79 credits to 103 credits.

 

Transition

 

People currently working towards the reviewed qualifications may either complete the requirements for the previous versions or transfer their results to the new versions.

 

The last date for entry to training programmes or courses for the previous versions of these qualifications is 31 December 2010.  The last date for assessment of the previous versions is 31 December 2013.

 

Industry will continue to recognise the previous versions of these qualifications, so there should be no need to 'upgrade' by those who have already achieved one.

 

The Apparel and Textile Industry Training Organisation (ATITO) does not intend that any existing candidate be disadvantaged by this review.  However, any candidate who feels they have been disadvantaged by the transition should contact ATITO at the address below:

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

Transition arrangements are required

Transition may be limited to phase-out dates

Qualification will expire.
