Summary
Feedback from companies in the wood manufacturing sectors resulted in an early review of these unit standards. Key issues related to changes in technology, and changes in industry practice. Unit standard 21482 also required early review due to performance criteria being unfit for purpose. Consultation with the industry through the wood panels, solid wood, and pulp and paper sector operating committees further informed the review. Feedback from moderation also resulted in changes which clarify assessment requirements.
Two new unit standards were developed to meet the tissue converting industry needs following the purchase of two reel to roll rewinder machines. These machines are currently operating at one of the two tissue converting plants in New Zealand, however, both plants will have both machines in the future.
Draft versions of unit standard 21482 were circulated to all key wood panel companies in New Zealand and final drafts were endorsed in August 2009. Draft versions of unit standards 15060, 15061 and 17862 were circulated to the only key provider, and to industry sector operating committees. The endorsement of the draft versions was finalised in September 2009.
Main changes
· Unit standard 15060 - definitions in the special notes were amended to align with current industry practices. One element title was changed to better reflect the performance criteria, and performance measurements and range statements were amended to reflect industry practice.
· Unit standard 15061 - the title and wording in the purpose statement was changed and definitions in the special notes were amended to align with current industry practice. Element titles and performance criteria were reworded or removed to address assessment issues.
· Unit standard 17862 - definitions in the special notes were amended to align with current industry practice. Element titles and performance criteria were also amended to address assessment issues and align with current industry practice. The key changes to this unit standard are related to changes in technology.
· Unit standard 21482 - special notes, elements, and performance criteria were amended due to a change in industry products and outdated data. Previous performance criteria required knowledge of other wood manufacturing sectors such as solid wood and pulp and paper, however this is no longer required for assessment against this unit standard.
Impact on qualifications
The following Forest Industries Training and Education Council (FITEC) qualification is not materially affected by the outcome of this review and will be updated when it is reviewed in 2012.
