Review of Adult Education and Training qualifications

Summary of review and consultation process

 

These three qualifications were due for review as the last review was conducted in 2003.

 

This review was conducted in two stages: the first stage involved an advisory group from the sector that identified issues impacting on the qualifications and made recommendations for the second stage which involved consideration of the recommendation by a panel of stakeholders.  Both groups were made up of assessors, moderators, and representatives from accredited Māori Education Providers, Institutes of Technology and Polytechnics (ITPs), Private Training Enterprises (PTEs), and Government Training Enterprises (GTEs) encompassing both education and workplace training.

 

Both the advisory group and the review panel noted that there was significant achievement reported against the two National Certificates but low achievement reported against the National Diploma.  They recommended that the level of the diploma be raised from Level 5 to Level 6 to indicate more explicitly the progression through the qualifications and provide a career pathway for adult education and training professionals.

 

The reviewed qualifications were sent out for wider consultation to providers that had recorded results against the three qualifications as well as other stakeholders that had expressed an interest in being part of the consultation process.  These groups endorsed the changes made by the panel.

 

Main changes resulting from the review

 

·         The two national certificates were stranded and the compulsory sections were removed.

·         The level 5 national diploma was replaced by a level 6 national diploma.

·         An exemption to allow for all versions of standard 7114 to count as level 5 to meet the requirements of version 2 of the National Diploma in Adult Education and Training (Level 5) [Ref: 0380] was introduced.  Similarly, transition arrangements were introduced for version 2 of the replaced national diploma to enable existing candidates to use credit from standards in the new Open, Flexible, and Networked Learning domain to count as credit for the expired Open and Distance Learning domain.  This type of transition is called 'reverse transition' and it was included to ensure the qualification remains achievable.

Changes to structure and content

·         qualification was stranded to allow for application in New Zealand and International environments and the compulsory section was removed

·         Electives 1 and 2 were replaced by Core Electives 1 and 2 respectively; the balance set from Elective 2 was included as Core Elective 3

·         standard 7091 (from the compulsory section) was included in the New Zealand Environment strand and new standard 26009 was added to form the International Environment strand

·         credit requirements for Core Elective 1 and Core Elective 2 were reduced from 16 to 8 and from 20 to 18 respectively

·         the Assessment of Learning domain from Elective 1 was included in Core Elective 2

·         the Adult Literacy and Numeracy Education; Delivery of Adult Education and Training; Design and Development of Adult Education and Training; Evaluation in Adult Education and Training; and Open, Flexible and Networked Learning domains were specified in Core Elective 2, replacing the Adult Education and Training subfield from Elective 2

·         the Te Mātauranga Māori Whāiti domain was added to Core Elective 2

·         the Open and Distance Learning domain was replaced by the Open, Flexible, and Networked Learning Domain in Core Elective 1.

 

Transition

 

This qualification contains a classification that replaces an earlier classification.  For the purposes of this qualification, people who have gained credit for standards in the expired classification may continue to use those credits to meet the qualification requirements - see table below.

Changes to structure and content

·         qualification was stranded to allow for application in New Zealand or International environments

·         standard 7091 (from the compulsory section) was included in the New Zealand Environment strand and new standard 26009 was added to form the International Environment strand

·         the Elective was replaced by the Core Elective which is divided into Groups A, B, and C

·         credit requirements for Group A were reduced from 22 to 18; these 18 credits were divided amongst three domains (listed in Sets 1, 2, and 3)

·         the Adult Education and Training subfield was removed from, and the Adult Literacy and Numeracy Education domain was added to, Group B

·         credit requirements for Group B were reduced from 34 credits to a maximum of 12 credits, if required; these 12 credits may only come from the Adult Literacy and Numeracy Education domain

·         a balance set, Group C, was added to the qualification and includes standards from the Te Mātauranga Māori me te Whakangungu subfield and the Management of Adult Education and Training; Assessment of Learning (moved from Groups A and B); and Open, Flexible, and Networked Learning domains (the latter replaced the Open and Distance Learning domain from Groups A and B).

Summary of differences between qualifications

·        the Te Mātauranga Māori me te Whakangungu subfield was included in the requirements of Elective 1

·        an exemption to allow all versions of standard 7114 to count as level 5 to meet the requirements of the replaced qualification was introduced

·        reverse transition to allow candidates to use credit from new Open, Flexible, and Networked Learning domain to count as credit towards expired Open and Distance Learning domain was introduced for the replaced qualification.

For the purposes of the National Diploma in Adult Education and Training (Level 5) [Ref: 0380], all versions of standard 7114 will count as level 5 to meet the requirements of this qualification - see table below.
