Revision of Goods Service qualification

 

National Certificate in Goods Service (Heavy Vehicle Driver) with strands in Heavy Rigid Vehicle, and Heavy Combination Vehicle, and with optional strands in Transportation of Bulk Dangerous Goods by Road, Transportation of Livestock by Road, and Transportation of Perishable Products by Road [Ref: 1228]

 

Tranzqual ITO has revised the qualification listed above.

The next qualification review is planned to take place during 2013.

 

Reason for the revision

 

The qualification was revised in response to feedback from industry and training providers that the strands' elective options were insufficient to meet the requirements of the ready-mixed concrete and general freight sectors and also to include newly-developed unit standards created as a result of the review of the bulk dangerous goods unit standards in the Goods Service domain.

 

Main changes resulting from the revision

 

The optional Transportation of Bulk Dangerous Goods by Road strand was updated.  Newly-developed unit standard 25985 was added to meet industry needs for the transportation of bulk hazardous non-flammable liquids.  The existing Approved Handler unit standard (20645) was replaced by the newly-developed unit standard 25986.  Unit standard 1739 was removed because it is primarily intended for drivers who transport packaged dangerous goods.

 

The number of unit standards in the elective sections of the Heavy Rigid Vehicle and Heavy Combination Vehicle strands was increased to enable the requirements of the ready-mixed concrete and general freight sectors to be met.

Changes to structure and content:

·      In the compulsory section of the optional Transportation of Bulk Dangerous Goods by Road strand, newly-developed standard 25986 replaced standard 20645, and standard 1739 was removed.  In the elective section, newly-developed standard 25985 was added and the credit values of unit standards 1757, 15160, and 15161 were updated.

·      The minimum credit total for the optional Transportation of Bulk Dangerous Goods by Road strand increased from 79 to 82.

·      Standards 6466, 10851, 10852, 17592, 18409, 18954, and 26219 were added to the Heavy Rigid Vehicle and Heavy Combination Vehicle strand elective sections; and standard 8560 was added to the Heavy Combination Vehicle strand elective.

 

Transition

 

People currently working towards version 1 or version 2 of this qualification may either complete the requirements of that version, or transfer their results to this version of the qualification.  However, all new candidates will be enrolled in programmes leading to version 3 of this qualification.

 

The last date for assessments to take place for version 1 is December 2010.  The last date for assessments to take place for version 2 is December 2013.

 

It is not intended that anyone is disadvantaged by this revision, and the above arrangements have been designed for a smooth transition.  Anyone who feels they may have been disadvantaged should contact Tranzqual ITO at the address below.

 

For the purposes of this qualification, people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard - see table below.

While this exemption is valid for the purpose of completing this qualification, it should be noted that if a candidate does not already hold a Class 4 or Class 5 driver licence, they will need to complete standard 24089 in order to satisfy current NZ Transport Agency requirements for those licences.
