Summary

 

The LGITO Parking Enforcement Industry Advisory Group recently reviewed the current National Certificate in Compliance and Regulatory (Parking Enforcement) (Level 3) [Ref: 0464].  The qualification needed to be updated for a number of reasons, including the fact that industry, legislation and technology had changed.  The advisory group decided that two existing unit standards needed to be redeveloped and five new unit standards needed to be developed to meet the needs of the industry.

 

The review process for unit standard 14551 included the opportunity for industry feedback.

 

Unit standard 14551 was updated to reflect changes in legislative requirements and outcome 4 has been changed to better reflect the knowledge required.

 

Unit standard 21769 was updated to allow for more generic use for compliance and/or enforcement officers and the words 'relevant to candidate's work context' inserted to reflect this.

 

Main changes

 

·      Five new unit standards were developed.

·      Unit standard 14551 was reviewed, deleting the reference to Transport Services Licensing Act 1989 and inserting new legislative references to the Local Government Act 1974 and 2002, Evidence Act 1908 and 2006, Land Transport (Road User) Rule 2004 and Land Transport Rule: Traffic Control Devices 2004.

·      In Outcome 4 and the related evidence requirements of unit standard 14551 the word 'process' was changed to 'explain'.

·      Unit standard 21769 was reviewed and amended to include the words 'relevant to candidate's work context' and 'enforcement officer'.  The word 'high risk' has been removed from the title and substituted with 'risk'.
