Review of Māori qualifications

 

National Certificate in Māori (Te Waharoa) (Level 2) [Ref: 0878]

National Certificate in Māori (Te Ngutu Awa) (Level 4) [Ref: 1006]

 

NZQA Māori Qualifications Services (MQS) has completed the review of the qualifications listed above.

The next qualification review is planned to take place during 2015.

 

Summary of review and consultation process

 

These qualifications were reviewed as part of the MQS review cycle, and to take into account feedback from stakeholders who had requested that amendments be made to the second elective of the qualifications.

 

A range of providers and schools were consulted regarding the proposed amendments, and feedback was supportive of the changes made.  Currently the uptake of these qualifications is minimal, and it is hoped that the amendments made, and focussed promotion of the qualifications, will increase their uptake amongst schools and other providers.

 

Main changes resulting from the review

 

The structure of both of these qualifications has been amended to include optional strands which will provide learners with explicit pathways to specialised qualifications at higher levels in Field Māori.  The total number of credits required for Ref: 0878 remain unchanged, but the total number of credits has decreased from 90 to 80 credits for Ref: 1006.

Changes to structure and content

·      Elective 1 and Elective 2 have been replaced with a Core Elective and Balance set.

·      Minimum credits from Field Māori have decreased from 70 to 60.

·      Minimum credits at Level 2 or above for the qualification have increased from 40 to 60.

·      Optional strands have been included in the qualification.

Changes to structure and content

·      Credit total has been reduced from 90 to 80.

·      Elective 1 and Elective 2 have been replaced with a Core Elective and Balance set.

·      Minimum credits from Field Māori have increased from 50 to 60.

·      Minimum credits at Level 4 or above for the qualification have reduced from 80 to 60.

·      Optional strands have been included in the qualification.

 

Transition

 

Version 2 of Ref: 1006 and version 3 of Ref: 0878 were issued following a review to ensure they were fit for purpose and met industry requirements.

 

Candidates who are currently enrolled in version 1 of Ref: 1006 and versions 1 or 2 of Ref: 0878 may either complete the requirements of that version or transfer their results to the new versions of the qualifications.  The last date for entry to programmes or courses leading to previous versions of these qualifications is December 2011.  The last date for assessments to take place for the previous versions of these qualifications is December 2013.

 

MQS intends that no existing candidate is disadvantaged by the review of the qualifications.  Any person who feels that they have been disadvantaged should contact MQS at the address below.

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

Transition arrangements are required

Transition may be limited to phase-out dates

Category D

Qualification will expire.

There is no replacement qualification

Qualification is no longer required by industry

The qualification is designated as expiring and a last date for meeting the qualification requirements is set
