Summary
The review was carried out to determine if the qualifications were fit for purpose as there had been no uptake since their registration in 2005.
All industry sectors who were potential users of the qualifications were informally consulted within 2009/10, and asked for their feedback on the structure and content of the qualifications, and their place in the qualifications pathway.
Feedback indicated that these qualifications were not required by industry and recent consultation with industry leaders indicated that there was no need to continue to have these available. A number of unit standards were also identified as no longer being required by the crane industry and had not been used.
Unit standard 3789 was revised and rolled over as a result of feedback from industry. There was an identified need to 'strengthen' the unit standard because of the possibility of incidents or accidents. This unit standard is now included in the Code of Practice for Cranes (Part 4) whereby people are required to hold this and other unit standards when working with or around cranes. Although the Code of Practice for Cranes is not mandatory, it may be used in a court of law.
Unit standard 3802 was revised and rolled over as it was approaching its expiry date. Although it has had limited use to date, the crane industry has confirmed an ongoing need for this unit standard due to the recent increased demand in the use of overhead cranes.
A new unit standard on the use of mini crawler cranes was written to meet industry demand. Mini crawler cranes are used increasingly in fit-out of commercial buildings where items to be lifted are too heavy for persons, and there is restricted space so larger cranes cannot be used.
Category D unit standards and qualifications will expire at the end of December 2011
Main changes
· The qualifications will be expired and not replaced.
For the unit standards:
· The Power Crane Association of New Zealand is now referred to as the Crane Association of New Zealand and this has been corrected in explanatory notes.
· The PCA Crane Safety Manual is now referred to as the Crane Safety Manual and this has been corrected in explanatory notes.
· Unit standard 3789 has a new evidence requirement 2.7 added as this is a critical area of knowledge required by all crane operators.
· Unit standard 3802 was revised and rolled over.
· New unit standard 26505 was written to cover the preparation and use of mini crawler cranes.
· Unit standards 3797, 3798, 3802, 3805, 3806, 3808-3811, 3813-3817, 3819-3822 were designated expiring.
