Review of Whakairo qualifications

NZQA Māori Qualifications Services (MQS) has completed the review of the qualifications listed above.

Summary of review and consultation process

 

These qualifications were reviewed as part of NZQA Māori Qualifications Services maintenance review cycle.  There is currently minimal usage of the Level 4 and 5 qualifications, and no usage of the Level 6 Diploma.  Consultation was undertaken with the Whakaruruhau and educators delivering the Level 4 and 5 qualifications, to determine how the use of the qualifications could be increased through promotion and amendments to the qualification structure.

 

A Level 3 qualification, the National Certificate in Whakairo (Te Ara Tauira) (Level 3) [Ref: 1590], has been developed to enable a clear pathway to the tertiary level for people wishing to begin their study of whakairo in the secondary sector.  It is envisaged that the suite of four whakairo qualifications will encourage learners to complete qualifications at a range of levels, and also to continue on and study at higher levels.

Changes to structure and content

·         Purpose statement was updated.

·         Standards 2581, 2583, and 2598 were moved from the elective section to the compulsory section.

·         Standard 19466 was removed from the elective section.

·         The elective section was made Elective 1.

·         The Aho Tuatahi strand was made Elective 2.

·         The Aho Tuarua strand was removed.

·         Changes to standard titles were incorporated.

·         The credit value in the qualification was changed from 119 or 144-154 credits to 120 credits.

·         Standard 3706 was added to the compulsory section.

·         Elective 2 was amended to make up the balance of credits required at Level 4 or above.

Changes to structure and content

·         Purpose statement was updated.

·         Standard 3707 was added to the compulsory section.

·         Standards 2567 and 2577 were removed from Elective 1.

·         Elective 2 was amended to make up the balance of credits required at level 5 or above.

 

Transition

 

Versions 3 of the three qualifications were issued following a review to ensure they were fit for purpose and met industry requirements.

 

Candidates currently enrolled in version 2 of any of the qualifications may choose to either complete the requirements of that version or transfer their results to version 3.  The last date for assessments to take place for versions 1 and 2 of all three qualifications is December 2012.  Candidates should be aware that the previous version of 0746 contained elective standard 2577 that is no longer available because it has expired.

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

Transition arrangements are required

Transition may be limited to phase-out dates

Category D

Qualification will expire.

There is no replacement qualification

Qualification is no longer required by industry
