Summary of review and consultation process

 

In 2007, the NZ Outdoor Leader Standards & Qualifications Alignment Project Advisory Group recommended a review of qualifications within the outdoor recreation sector to rationalise overlaps, create a clear qualification pathway and address identified gaps.  The review focused on replacing the existing Level 3 qualification in outdoor recreation with a new entry-level qualification to meet an identified gap.

 

The draft qualification was circulated for internal and external feedback.  External feedback was provided by the Mountain Safety Council, NZ Outdoor Instructors Association, Outdoors New Zealand, Education Outdoors New Zealand, secondary schools, tertiary training providers, assessors, employers and other Industry Training Organisations.  Suggestions arising from this consultation were incorporated.

 

A final draft was placed on the website for wider consultation with all stakeholders and additional feedback was incorporated.

 

Main changes resulting from the review

 

·      The National Certificate in Outdoor Recreation (Group Leadership) (Level 3) [Ref: 0449] has been replaced with a new qualification.

Transition

 

Differences between the expiring qualification, [Ref: 0449], and the replacement qualification, [Ref: 1594]

·             The overall credit requirements for all strands except Sea Kayaking in [Ref: 1594] are 6 credits less than the overall credit requirements for [Ref: 0449].

·             The overall credit requirements for the Sea Kayaking strand in [Ref: 1594] is 5 credits greater than the overall credit requirements for [Ref: 0449].

·             [Ref: 1594] is a stranded qualification; whereas [Ref: 0449] consisted of a Compulsory and Elective section only.

·             Although [Ref: 1594] does not include the Elective set that was previously in [Ref: 0449], the strands in [Ref: 1594] contain standards that are generally classified in the Outdoor Recreation subfield specified in the Elective section of [Ref: 0449].

·             Standards 455, 4573, 20142, 20145, 20147, and 20160 from the Compulsory section of [Ref: 0449] were not included in the Core Compulsory section of [Ref: 1594].

·             Standards 424, 6400-6402, 20143, 20146, and 20159 from the Compulsory section of [Ref: 0449] were included in the Core Compulsory section of [Ref: 1594].

 

Existing candidates enrolled on programmes leading to the award of version 3 of the expiring qualification, [Ref: 0449], may complete that version or transfer their results to the replacement qualification, [Ref: 1594].

 

The last date for assessments to take place for version 3 of the expiring qualification is 31 December 2012.

 

All new candidates will be enrolled on programmes leading to the award of the replacement qualification, [Ref: 1594].

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.
