Summary of review and consultation process

 

A number of unit standards in the Navigation and Seamanship domain were reviewed in preparation for a review of the National Certificate in Maritime (Commercial In-Shore Vessel Deckhand) [Ref: 0525], National Certificate in Maritime (Commercial Vessel Hospitality Crew Member) (Level 2) [Ref: 0524] and National Certificate in Maritime (Commercial Inshore Vessel Operations) with an optional strand in Business Operations [Ref: 1136] qualifications.

 

Standards were also reviewed in order to align them with the content of Maritime New Zealand syllabi for their qualifications: Certificated Deckhand and Inshore Launch Master.

 

The review process included obtaining feedback from stakeholders through a questionnaire, and reviewing the feedback and comments recorded in the Competenz database since the unit standards were registered.  The review was undertaken by the Qualifications Advisory Group which included experts in the Maritime industry and representatives from Maritime training providers and Maritime New Zealand.  The changes made to the unit standards were endorsed by Competenz's Maritime Strategic Advisory Group at meetings held on 29 April 2009, 6 October 2009 and 26 August 2010.

 

In addition the format and terminology for all the unit standards were updated to reflect the introduction of Quality assurance criteria for the listing of unit standards on the Directory of Assessment Standards in August 2010.  The main differences were: changes to terminology - Special Notes, Elements, and Performance Criteria renamed Explanatory notes, Outcomes and evidence requirements respectively; and the provision to include grades and specify last dates for assessment of previous versions.

 

Main changes

 

·         Special notes (now explanatory notes) were edited and modified where required to ensure consistency, better convey assessment parameters, and to update references to legislation.

·         Range statements were updated.

·         Entry information was updated.

·         Titles of unit standards were amended to align with the changes to the elements.

·         The level of unit standards 8126 was changed from 3 to 4, 12301 was changed from 1 to 2 and 19492 was changed from level 2 to 3.

·         The credit value of unit standard 8126 was changed from 23 to 19, unit standard 19491 was changed from 5 credits to 3, unit standard 12304 was changed from 8 credits to 10, unit standard 19492 was changed from 3 credits to 2, and unit standard 19489 was changed from 10 credits to 6.
