Summary

 

A review of these unit standards was conducted as part of the development of a new national certificate for senior goods service drivers.  The Industry Advisory Group (IAG) found that the competencies required of a senior driver were largely captured by existing unit standards.  Consequently, those unit standards were reviewed.  The IAG also developed a new unit standard to address health factors that affect the performance of commercial road transport drivers.

 

Unit standards 22215 and 22216 were originally designed to represent the pinnacle of heavy goods driver competencies, but had very little usage since their registration.  This issue was discussed with the IAG, and during on-site visits in early 2010 with both transport operators and senior drivers.  Feedback indicated that the unit standards required changes to more precisely reflect the practical skills and attitude expected of an experienced operator.

 

High usage unit standards 17972 and 18079 also required significant amendments to: reflect the introduction of increased mass and dimension limits; address the dynamic issues affecting heavier and longer motor vehicles; and achieve continuity in content.

 

Feedback also suggested that there was some inconsistency between some of the reviewed unit standards, and that in some cases the credits allocated were not accurate in terms of the time it takes trainees to become competent.

 

Some of the reviewed unit standards are also used by the passenger service industries, and therefore were circulated among bus and taxi IAGs, which have been running concurrently.  Their feedback has been incorporated in the reviewed unit standards.

 

Draft unit standards were circulated for national consultation and endorsed by industry in April 2010.

 

Main changes

 

·         Unit standards 22215 and 22216 have been replaced by unit standards 26776 and 26777 respectively.  The replacement unit standards more precisely reflect the industry expectations of an experienced heavy vehicle operator.

·         New Unit 26558, Demonstrate knowledge of health factors affecting the performance of commercial road transport drivers, has been developed to address the health factors that affect the performance of the drivers of road transport vehicles and the driver self-management of these.

·         Explanatory notes have been updated to ensure accuracy of legislation references and to better define technical jargon contained within the unit standards.

·         Unit standards 17972 and 18079 have been reviewed to ensure relevance to changing industry conditions.

·         Unit standard 17373 has been amended to provide more effective and relevant collection of assessment evidence; the level has increased from 2 to 3 and the credits have increased from 3 to 5 to reflect industry expectations and feedback.

·         Outcomes, evidence requirements, and ranges of other unit standards have been amended to reflect changes to legislation, clarify evidence expectations, and for consistency (where appropriate).

·         Credit totals for standards 15166 and 22711 and the level of standard 22151 have been increased to reflect industry expectations and feedback.

·         The title of standard 15166 has been changed.
