Summary
A review of unit standards in the Civil Defence Management domain at Levels 4-6 and in the Civil Defence Operation domain at Level 2 was conducted in 2009. Other standards in expiring domains, including standards 528, 7321, 7322, 7325, 7327-7330, 20473, 20853, 20854, 22297, and 22298, will be reviewed before the end of 2010.
Organisations representing industry training organisations, private training enterprises, other tertiary education organisations, and Departments of the Crown were consulted and recommendations incorporated in the review.
A combination of contributing factors prompted the review of these unit standards. The factors included:
· the unit standards had passed their planned review date.
· the unit standards had been the subject of moderation feedback.
· some unit standards were no longer considered fit for purpose.
· some unit standards had been the subject of questions of interpretation.
The reviewed unit standards were then sent out to a wider distribution network for endorsement and further changes were made on the basis of feedback.
Main changes
· Unit standards 7320 and 7323 were considered no longer fit for purpose and have been designated expiring and will not be replaced.
· Unit standard 7326 has been designated expiring and replaced with new unit standard 26608.
· Unit standard 7336 has been reviewed and given a new title to better reflect the required outcomes, and has had references updated and the credit value increased from 2 to 3.
· The reviewed standards have been reclassified in either the new Comprehensive Emergency Management domain or the Civil Defence Emergency Management Response domain within the Civil Defence Emergency Management subfield. The Civil Defence subfield and its domains will expire when all the affected standards and qualifications have been reclassified or have expired.
· Unit standard 26386 has been developed for Civil Defence Emergency Management personnel that need to have knowledge of New Zealand's hazardscape.
Category C and D unit standards will expire at the end of December 2012
