NZQA Māori Qualifications Services has completed the review of the qualifications listed above.

 

Replacement qualification

Summary of review and consultation process

 

These qualifications were reviewed as part of the planned review cycle.  The Whakaruruhau in conjunction with stakeholders (represented by tertiary providers, secondary schools, and expert weavers) reviewed the Ngā Mahi ā te Whare Pora qualifications.

 

Four main issues were raised and discussed at the review:

·         the format of the Level 4 qualification

·         the number of credits in the Level 4 and 6 qualifications

·         the restructuring of the Level 6 qualification, and

·         the development of a new Level 6 diploma.

 

The content of the Level 4 qualification was not significantly changed in order to maintain its recognition of the different preferences and expertise in the disciplines of Ngā Mahi ā te Whare Pora.  However, feedback from providers and learners identified that Elective 2 was a barrier to completions, so the Whakaruruhau removed it in the hope of addressing the low completion rate of this qualification.  The credit requirement for this qualification was decreased in the hope that this may also increase completion rates.

 

A new National Diploma at Level 5 was created as a replacement qualification for the National Diploma in Ngā Mahi ā te Whare Pora (Pae Tuatoru) (Level 6) [Ref: 0707].  The Level 5 standards in the replaced qualification, which focussed on Whāriki Whakairo, were also used in the replacement qualification.  The title for the new qualification is the National Diploma in Ngā Mahi ā Te Whare Pora (Pae Tuatoru) (Level 5) [Ref: 1640].

 

A new national diploma at Level 6 was also created.

Changes to structure and content

·         Standards 7870 and 7871 was removed from the compulsory set, but may still be used to meet the elective requirements.

·         Standards 7869 and 18689 was added to the compulsory section.

Changes to structure and content

·         The credit requirement for the qualification was decreased from 120 to 80.

·         Elective 2 was removed leaving only one Elective section (previously Elective 1) and a Balance (previously Elective 3).

·         The credit requirement for the Elective was decreased from 80 to 60.

·         Exemptions were updated with classifications to reflect the intended exemption relationships.

 

Transition

 

The start date for training programmes or courses leading to the award of the new versions of the above qualifications is on registration.  Candidates may choose to complete version 2 of their qualification or transfer their results to version 3.

 

The last date for assessment against version 2 of Ref: 0705 is December 2012.  The last date for assessment against version 2 of Ref: 0706 is December 2013.

 

Ref: 0706 contains classifications that replace earlier classifications.  For the purposes of this qualification, people who have gained credit for standards in the lapsed classifications may continue to use those credits to meet the qualification requirements - see table below.

There are substantial differences between the two qualifications.

 

Summary of differences between the qualifications

·         Ref: 0707 is Level 6, whilst Ref: 1640 is Level 5.  This is to provide a clear progression to the new National Diploma in Ngā Mahi ā te Whare Pora (Pae Tuawhā) (Level 6) [Ref: 1641].  Ref: 1641 does not share any standards in common with Ref: 1640 or Ref: 0707.  It is intended that candidates will progress from this new Level 5 qualification to Ref: 1641.

·         242 credits were required for Ref: 0707; only 120 credits are required for Ref: 1640.

·         The structure of Ref: 1640 is very similar to Ref: 0707.  Both consist of a Compulsory section and two elective sections, but Elective 1 and Elective 2 (Ref: 1640) as opposed to Elective A and Elective B (Ref: 0707).

·         Compulsory standards 7884, 7887, 7890, 7891 and 7897, and Elective A standard 7899, from Ref: 0707 were not included in Ref: 1640.

·         Standards 7895, 7896, and 7900 from the Compulsory section of Ref: 0707 were included in the Compulsory section of Ref: 1640.

·         Standard 7904 from the Compulsory section of Ref: 0707 was included in Elective 1 of Ref: 1640.

·         Standards 7898 and 7903 from Elective A in Ref: 0707 were included in Elective 1 of Ref: 1640.

·         Standards 7872 and 7902 were included in the Compulsory of Ref: 1640.

·         Elective 2 of Ref: 1640 was established as a balance set with credits from specified domains and subfields in field Māori.  Elective B from Ref: 0707 was a minimum of 60 credits at Level 5 or above from the Craft subfield and specified subfields in field Māori.

 

Transition

 

All new candidates will be enrolled onto programmes leading to the award of Ref: 1640.

 

People currently working towards Ref: 0707 may either complete the requirements for that qualification or transfer their results to Ref: 1640.  The last date for assessments to take place for Ref: 0707 is 31 December 2015.  Those people intending to complete Ref: 0707 must gain credit for Unit 7897, Gather and prepare harakeke for whāriki, before its expiry date: 31 December 2011.

 

It is not intended that anyone be disadvantaged by this review, and the above arrangements have been designed for a smooth transition.  However, anyone who feels they have been disadvantaged may appeal to NZQA at the address below.
