Tranzqual ITO has completed the review of the qualifications listed above.

The next qualification review is planned to take place during 2012.

 

Summary of review and consultation process

 

This review was conducted concurrently with the planned review of the unit standards in the Passenger Services domain.  Two Industry Advisory Groups (IAGs) were established in December 2009 to carry out the review.  The Large Passenger Service IAG included bus and coach companies, training providers, industry assessors, and the Bus and Coach Association (NZ).  The Small Passenger Service IAG included taxi companies, training providers, and industry assessors.

 

The IAGs reviewed the unit standards and qualifications at a series of meetings throughout 2010, guided by recommendations from the Tranzqual ITO Bus and Coach Industry Skills Strategy 2010-2013 and Taxi Industry Skills Strategy 2010-2013.  The draft unit standards were then circulated for national consultation and endorsed by industry in February 2011.

 

Main changes resulting from the review

 

The National Certificate in Passenger Service (Small Passenger Vehicle) [Ref: 0180] with an optional strand in Taxi Driving was replaced by a new qualification that does not include an optional strand.

 

The School Bus, Urban and Local Route, and Long Distance strands of the National Certificate in Passenger Service (Large Passenger Vehicle) [Ref: 0190] were renamed as School Bus Driver, Urban Bus Driver, and Coach Driver respectively.

 

The National Certificate in Commercial Road Transport (Taxi Operations) [Ref: 0970] was designated expiring.  It has never been awarded, and is no longer required by industry.

There are significant differences between the qualifications.

 

Differences between the qualifications

·      The new qualification [Ref: 1695] does not include strands.

·      Standard 18078 from the optional strand in the replaced qualification [Ref: 0180] was not included in Ref: 1695.

·      Standards 1752 and 18112 from the optional strand in the replaced qualification were included in the compulsory and elective section of the Ref: 1695, respectively.

·      Standards 1277, 1732, 5234, 18113, and 20472 were not included in the Ref: 1695.

·      Standards 1777, 1778, 1874, 1979, 1990, 3464, 7117, 7124, 17676, 17678, 20078, 26551, 26552, 26558, and 27309 (which were not included in the replaced qualification) were included in Ref: 1695.

·      Standard 3467 from the compulsory section of the replaced qualification was included in the elective section of Ref: 1695.

·      Standard 1304 from the elective section of the replaced qualification was included in the compulsory section of Ref: 1695.

 

Transition

 

People currently working towards version 7 of the replaced qualification may either complete the requirements for that version or transfer their results to the replacement qualification.

 

The last date for assessments to take place for version 7 of the replaced qualification is 31 December 2013.

 

All new trainees will be enrolled in programmes leading to the replacement qualification.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

Changes to structure and content

 

·      Core Compulsory

-          standards 1749 and 17593 were added.

-          standards 497 and 17579 were removed.

-          standards 15158 and 17972 were moved to the School Bus Driver Strand Elective.

 

·      The School Bus, Urban and Local Route, and Long Distance strands were renamed as School Bus Driver, Urban Bus Driver, and Coach Driver respectively.

 

·      The School Bus Driver strand:

-          the strand elective was restructured to form Set 1 and Set 2, the former comprising optional List A or List B, each containing two standards to accommodate light motor vehicle school buses.

-          standards 548, 4249, 8638, 12349, 15157, 15949, 17574, 17576, and 18138 were removed.

-          standards 1277 and 1749 were added from the former Urban and Local Route strand.

-          standards 3467, 17548, 17592, 17676, 17678, 26558, and 27309 were added.

-          expiring standards 6401 and 6402 were replaced by standards 26551 and 26552.

 

·      The Urban Bus Driver strand:

-          standards 62, 548, 1734, 1748, 1750, 8638, 12349, 15157, 15948, 15949, 17574, 17576, 18138, 19423, 20472, 23758, 23759, and 23766 were removed.

-          standards 1737, 15162, 17592, 22151, 26558, 27307, and 27308 were added.

-          standards 1749 and 15163 were moved from the strand compulsory of the former version's Urban and Local Route strand to the core compulsory of the Urban Bus Driver strand in this version.

-          standard 17677 was moved from the strand elective of the former version's Urban and Local Route strand to the core compulsory of the Urban Bus Driver strand in this version.

-          standard 1277 was moved from the strand compulsory of the former version's Urban and Local Route strand to the strand elective of the Urban Bus Driver strand in this version.

-          expiring standards 6400-6402 were replaced by standards 26551 and 26552.

 

·      The Coach Driver strand:

-          standards 62, 548, 1273, 1734, 1735, 1750, 1751, 4249, 8489, 8491, 8638, 12349, 15951, 17574, 17576, 18138, 23758, 23759, and 23766 were removed.

-          standards 17592, 22151, 26558, and 27306 were added.

-          standards 1748 and 15163 were moved from former qualification's Long Distance strand compulsory to the core compulsory of the Coach driver strand in this version.

-          standard 17677 was moved from former qualification's Long Distance strand elective to the core compulsory of the Coach driver strand in this version.

-          standards 1277 and 1304 were moved from the former qualification's Long Distance strand compulsory to the strand elective of the Coach driver strand in this version.

-          standards 15949, 17373, and 20472 were moved from the former qualification's Long Distance elective to the strand compulsory of the Coach driver strand in this version.

-          expiring standards 6400-6402 were replaced by standards 26551 and 26552.
