Review of Driving qualification

Tranzqual ITO has completed the review of the qualification listed above.

Summary of review and consultation process

 

This review was initiated by Tranzqual ITO in April 2008.  The qualification was approaching its five-year review period.  During the course of the review, a parallel review of Driving Educator unit standards, which form the bulk of the qualification's requirements, was also conducted.  This review resulted in changes to a number of these standards, which have now been registered on the Directory of Assessment Standards (DAS).  The review of the qualification focused on ensuring that it was still meeting industry requirements, (particularly in relation to the qualification's strands) and that it was providing sufficient career pathway choices for professional driving educators.

 

A 14 member industry advisory group (IAG) was established comprising people from driving instructor/educator agencies, training providers, commercial road transport companies, the New Zealand Army, the driving instructor industry association, assessment organisations, the NZ Transport Agency (NZTA), and Tranzqual ITO.  During the review process the industry specialists also consulted with their wider industry, and feedback and comment was sought from the industry at large.  Feedback from all groups directed the changes made to the qualification.

 

Main changes resulting from the review

 

The major differences between this version of the qualification and the previous one are:

a change to the title; the introduction of a core elective set; the amendment of strands to make them all optional; an amalgamation of strands; the replacement of three expiring unit standards with alternative standards; the introduction of a new driver educator unit standard in the core compulsory section; and the introduction of an optional unit standard in adult literacy education.

Changes to structure and content

·         The title was amended to reflect the changes to the strands.

·         The level of the qualification increased from Level 4 to Level 5.

·         The credit total increased from 70-93 to 85-110 depending on the strand.

·         A core elective section was added.

·         The strands were made optional.

·         The On-road Motorcycle and Off-road Motorcycle strands were combined into a single Motorcycle strand.

·         The Quad Vehicle and Four Wheel Drive (4WD) Vehicle strands were combined into a single Off-road Vehicle strand.

·         The Driver Educator strand was removed from the qualification and the standards included in the core elective section.

·         Special notes were added to provide information on associated NZTA courses and endorsements.

·         An exemption for people with credit for standard 4099 was added.

·         Optional standard 21204 was added.

·         Standard 25717 was added to the core compulsory section.

·         Expiring standards 6401 and 6402 were replaced by standards 26551 and 26552 in the compulsory section.

·         Standards 11281, 11551 and 18203 were added to the core elective section.

·         Standard 11552 was moved from the core compulsory section to the core elective section.

·         Standards 17974, 19054 and 19058 were removed from the qualification.

·         Standards 1734, 17677 and 17678 were added to the Light Motor Vehicle strand.

·         A Driving subfield elective was added to the Light Motor Vehicle strand.

·         Standards 1734, 1737, 17677, 26776 and 26777 were added to the Heavy Motor Vehicle strand.

·         Standard 1738 from the Four Wheel Drive (4WD) Vehicle strand was added to the Heavy Motor Vehicle strand and the Off-road Vehicle strand.

·         Standard 17972 replaced expiring standard 14517, and standard 18079 replaced expiring standard 14518 in the Heavy Motor Vehicle strand.

·         Standard 14525 was moved from the Light Motor Vehicle and Heavy Motor Vehicle strands to the core elective section.

·         Standard 16250 was added to the Motorcycle strand.

·         Standard 15947 was added to the Off-road Vehicle strand.

·         Reverse transition arrangements were added for candidates seeking to complete version 3 of the qualification.

 

Transition

 

People currently working towards version 3 of this qualification may either complete the requirements for that version or transfer their results to version 4.

 

The last date for assessments to take place for version 3 is 31 December 2013.

 

This qualification contains standards that replace or substitute earlier standards.  For the purposes of this qualification, people who have gained credit for the earlier standards are exempt from the requirement to gain credit for the replacement or substitute standards - see table below.

Version 3 of this qualification contains expiring standards.  Candidates are advised to gain credit for these standards by the expiry dates (indicated below).  Candidates who are unable to gain credit for the expiring standards before they expire may complete the requirements of version 3 of the qualification using the following reverse transition arrangements.
