The next qualification review is planned to take place during 2016.
Summary of review and consultation process
Tranzqual ITO conducted this review concurrently with the planned review of the standards in the freight forwarding and logistics operations domains. An Industry Advisory Group (IAG) was established in March 2010 to carry out the review. The IAG included freight forwarding companies, training providers and industry associations.
The IAG reviewed the standards and qualifications at a series of meetings throughout 2010 - 2011; the draft unit standards and qualifications were then circulated for national consultation and endorsed by industry in March 2011.
Main changes resulting from the review
The role holders the freight forwarding qualifications are designed for was clarified as being office based people who dealt with:
· import and export of international cargo (freight forwarders do not in general deal with domestic cargo)
· clearance of cargo though NZ Customs, MAF Biosecurity
· international air express.
Distribution standards were removed from the qualifications because they do not meet the requirements of the role holder.
The titles of the qualifications were updated to reflect the international role of freight forwarders.
The education level at which people enter the industry was clarified and the level of the qualifications confirmed at Level 3 for entry/intermediate and Level 4 for advanced freight forwarders. The qualifications have been amended to ensure there is a step up between the Level 3 and Level 4.
A new unit standard dealing with knowledge of dangerous goods has been developed to fill a skill gap highlighted by the advisory group.
Standards dealing with preparing dangerous goods for freight forwarding by air and preparing dangerous goods for freight forwarding by sea have been consolidated.
Standards dealing with completing export documentation for air cargo and completing export documentation for sea cargo have been consolidated.

Differences between the qualifications
· Credit total reduced from 69 to 64.
· Optional standards removed from the replaced qualification and an elective included in the new qualification.
· Standards 112, 415, 2785, 11939, 11963, 11977, 11984, 13252 and 19582 are not included in the compulsory section of the new qualification.
· Standards 108, 1753, 10851, 10852, 11961, 11981, 16718, 16910, 16919, 16923, 18496 and 19581 are not included in the elective of the new qualification.
· Standards 64, 2784, 7126, 13230, 12349, 21805, 25508 and 27305 added to the compulsory section of the new qualification.
· Standards 62, 1304, 11815, 11816, 12349, 13252, 16896, 16899, 16903, 16908, 16909, 16913, 16914, 16921, 16929, 16931 and 17591 added to the elective of the new qualification.
· Standard titles, levels, and credits updated.
Transition
People currently enrolled in programmes leading to the award of the National Certificate in Freight Forwarding (Freight Administration) [Ref: 1243] version 1 may either complete that version or transfer to either the National Certificate in Freight Forwarding (Freight Administration) [Ref: 1243] version 2 or the National Certificate in International Freight Forwarding (Intermediate) [Ref: 1684]. The last date for assessment to take place for version 1 is 31 December 2011.
Version 1 of the National Certificate in Freight Forwarding (Freight Administration) [Ref: 1243] contains standard 17497, which has expired. Therefore, reverse transition for standard for 21335 which has been recommended as the alternative standard. For the purposes of this qualification, people who have gained credit for the alternative standard are exempt from the requirement to gain credit for the expiring standard.

· Standards 108, 376, 2785, 11815, 11816, 11995, 13270, 16905, 17591, 17602, 21803-21805, 21807 - 21810 and 25508 were not included in the new qualification.
· Standards 11101, 13251 and 22711 moved from the compulsory section in the replaced qualification to the elective in the new qualification.
· Standards 2963, 9696, 13250 and 13266 moved from the elective in the replaced qualification to the compulsory section in the new qualification.
· Standards 27303 and 27304 added to the compulsory section in the new qualification.
· Standards 1986, 11099, 16897 and 16915 added to the elective in the new qualification.
· Standard titles, levels, and credits were updated.
