Summary of review and consultation process

Between 2008 and 2010, ETITO undertook extensive consultation with industry representatives, the New Zealand Security Association, and the Security Industry Training Advisory Board.

The National Certificate in Electronic Security (Systems Installation) (Level 3) [Ref: 1632]

was issued following a review of the National Certificate in Electronic Security (Installer) (Level 3) [Ref: 1102] which this qualification replaces. The changes were due to Electrical Workers Registration Board's (EWRB) changes to the electrical licensing classes and the electronic security industry technology changes. Industry also considered that the electrical installer licensing component of the replaced qualification presented a barrier for some trainees, in particular those trainees who do not need to perform prescribed electrical work. As a result, industry decided that the licensing component would be best assessed separately for those trainees who required electrical installer registration. This qualification also aligns with the National Certificate in Electronics Security (Level 4) [Ref: 0788] and takes into account the latest changes in technology in the electronic security industry.

The draft qualification was endorsed by the consultation group, who were also responsible for distributing it to their stakeholders and wider group for comment and feedback.

Main changes resulting from the review

The National Certificate in Electronic Security (Installer) (Level 3) [Ref: 1102] was designated expiring and was replaced by the National Certificate in Electronic Security (Level 3) (Systems Installation) [Ref: 1632].

Differences in structure and content between the new qualification [Ref: 1632] and the replaced qualification [Ref: 1102]

· Descriptor in title of [Ref: 1102] (Installer) was changed to Systems Installation in [Ref: 1632].

· Credit value of [Ref: 1632] (117 credits) is lower than credit value of [Ref: 1102] (132 credits).

· [Ref: 1632] does not have an Elective section; all standards are compulsory.

· Standards 5891 and 5892 from the Elective section of [Ref: 1102] were included in the Compulsory section of [Ref: 1632].

· New standards 26839 and 26840 were included in [Ref: 1632].

· Standard 5883 in [Ref: 1102] was replaced by standard 26841 in [Ref: 1632].

· Electrical standards 1204, 1205, 5884, 15855, 15856, 15859, 15861, 15864, 15871, 16411, 16415, 17805, and 20592-20594 from [Ref: 1102] were not included in [Ref: 1632].

Transition

This qualification contains a standard that replaced an earlier standard. For the purposes of this qualification, people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard - see table below.

All new and current trainees, who do not need to perform prescribed electrical work, will be enrolled in programmes leading to the new qualification.

Current trainees, who are working towards electrical installer registration requirements contained in the replaced qualification, can either complete the requirements for [Ref: 1102] before 31 December 2011, or transfer to [Ref: 1632] where they will be enrolled into a Limited Credit Programme of learning to assist them to meet the EWRB licensing requirements.

It is not intended that anyone be disadvantaged by the above arrangements. However, anyone who feels they have been disadvantaged may appeal to the ElectroTechnology Industry Training Organisation (see details below).
