NZQA National Qualifications Services has completed the review of the qualifications listed above.

Summary of review and consultation process

 

The review of qualifications was carried out as a result of the review of the unit standards in the subfields Early Childhood Education and Care, and Pacific Islands Early Childhood Education.  NZQA established a Programme Advisory Group (PAG) drawn from tertiary education organisations, private training enterprises, Pasifika, and Māori representatives.  The PAG recommended that all ECE qualifications be reviewed to ensure that they are fit for purpose and address current ECE pedagogy and regulations.

 

The reviewed ECE unit standards have now been registered, and the qualifications have been reviewed to take into account the changes in the unit standards and the recommendations from the PAG.

 

The PAG recommended that the qualification [Ref: 0982] should be expired on the basis that there has been no uptake since it was registered in 2002.  The Pasifika community did not concur with this and considered the Pasifika content makes this qualification unique and valuable for future Pasifika candidates.  Since the PAG met there has been interest in delivering this qualification from providers who endorse the focus on management, skills, and knowledge involved in the education and care of Pasifika children.

 

The review of the qualifications was undertaken in 2010 and has been through a consultation process with ECE stakeholders via the NZQA website.  Feedback was considered and subsequent amendments have been made to the qualifications.

 

Main changes resulting from the review

 

Unit standards within the qualifications have been updated and new unit standards included to give learners a basic introduction to the skills and knowledge involved in the education and care of infants, toddlers, and young children within the socio-cultural context of Aotearoa/New Zealand.

Changes to structure and content

·      Standard 26707 replaced standards 10014 and 10017.  Standards 26709 replaced standard 10016 and standard 27145 replaced standard 10038.

·      Standard 26712 was substituted for standard 6632.

·      Standards 10015, 10018, 10034, and 10036 were removed.

·      Standards 20407, 26707, 26708, 26709, 26712, 26715, 27145, and 27146 were added.

 

Transition

 

People currently enrolled in programmes leading to the award of version 3 of the qualification may complete that version by December 2013, or transfer to the new version 4.

 

The last date for entry to programmes or courses for Ref: 0403 is December 2012.

 

The start date for programmes or courses leading to the award of version 4 of Ref: 0403 is January 2012.

 

This qualification contains standards that replace or have substituted earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

Changes to structure and content

·      Total credits for the qualification have decreased from 126 to 122 credits.

·      Levels and credits of reviewed standards have been updated.

·      Standards 6632, 10014, 10611, and 21327 have been removed from the qualification and replaced by 26712, 26707, 27146, and 26711 respectively.

·      New standards 26710, 26714, 26716, and standards 3700 and 27108 have been added to the qualification.

·      Standards 6632, 9332, and 10032, and expiring standards 9301, 9321, 9324, 10034, 10036, 10611, 12734, and 12735 have been removed from the qualification.

 

Transition

 

People currently enrolled in programmes leading to the award of version 4 of the qualification may either complete that version by December 2014, or transfer to the new version 5.

·      Credit total increased from 120 to 123 credits.

·      Levels and credits have been updated.

·      Standard 26716 replaced 10031 in the compulsory section of the qualification.

·      Standard 9331 has been added to the compulsory section.

·      In elective 1 standard 26698 has replaced 18799.

·      In elective 2 standard 9321 has been removed.  Standards 10611, 18773, and 18787 have been replaced by 27146, 26747, and 26694 respectively.

·      In elective 3 standards 11653, 15189, and 23400 have been added and standards 1988, 11652, and 11656 have been removed.

·      Standards 1988 and 12737, and expiring standards 9301, 9321, 10031, 10611, 11656, 18773, 18787, and 18799 have been removed from the qualification.
