Summary of review and consultation process
These qualifications were reviewed as part of their scheduled review cycle. Extensive consultation with tertiary providers and industry representatives was undertaken. This consultation indicated that the existing qualifications did not meet industry needs. It also identified three career pathways available to skilled tradespeople: supervision within their own trade, supervision of main construction contract operations, or managing their own business. Additionally, the qualifications need to be accessible to people from a variety of construction trades.
Therefore, two qualifications were developed between 2009 and 2010 to replace the existing qualifications and to recognise the skillsets for the three identified career pathways. These qualifications were developed in consultation with the Consortium of Polytechnics, the Creative Trades ITO, Joinery ITO, InfraTrain New Zealand, Flooring ITO, Building Service Contractors ITO, ElectroTechnology ITO; and also with representation from the interior systems, floor and wall tiling, cement and concrete, and plastering industries.
The newly developed National Certificate in Construction Trades (Supervisor) (Level 4) with an optional strand in Business Management [Ref: 1661] recognises the skills of a competent trade-level supervisor and includes the option of gaining skills relevant to business ownership. Those who have completed this qualification will meet the prerequisite requirements for entry to the National Certificate in Construction Trades (Main Contract Supervision) (Level 5) [Ref: 1662], which recognises the skills and knowledge required for supervising main construction contracts.
Main changes resulting from the review
The National Certificate in Construction (Leading Hand) (Level 4) [Ref: 1130] was replaced by the National Certificate in Construction Trades (Supervisor) (Level 4) with an optional strand in Business Management [Ref: 1661].
The National Certificate in Construction (Supervisor) (Level 5) [Ref: 1131] was replaced by the National Certificate in Construction Trades (Main Contract Supervision) (Level 5)

There are substantial differences between the replaced qualification and the replacement qualification. However, the replaced and replacement qualifications include standards 9704, 17515, 17516, and 20746 in common.
Transition
People currently working towards the award of version 1 of the replaced qualification may choose to complete that version before 31 December 2013 or transfer to version 1 of the replacement qualification.
All new candidates will be enrolled onto programmes or courses leading to the award of the replacement qualification.
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard - see table below.

There are substantial differences between the replaced qualification and this replacement qualification. However, the replaced and replacement qualifications include standards 20736, 20739, 20740, 20742, and 20743 in common.
People currently working towards programmes or courses leading to the award of version 1 of the replaced qualification may, under the guidance of the BCITO, choose to complete that version before 31 December 2013 or transfer to the replacement qualification or the National Certificate in Construction Trades (Supervisor) (Level 4) with an optional strand in Business Management [Ref: 1661].
People who have completed the requirements of the Compulsory section of the replaced qualification are exempt from the prerequisite requirements for entry to the replacement qualification.
All new candidates will be enrolled onto programmes or courses leading to the award of the replacement qualification.
