Review of Tourism Māori qualifications

NZQA Māori Qualifications Services (MQS) has completed the review of the qualifications listed above.

Summary of review and consultation process

 

These qualifications were reviewed as part of their regular review cycle and to take into account feedback from stakeholders who had requested that amendments be made to the compulsory sections of the qualifications.

 

Consultation was undertaken with the Tourism Māori Whakaruruhau and providers delivering the Tourism Māori unit standards.  The consultation found that the compulsory sections of the qualifications did not fully meet the needs of the learners and subsequently the qualifications have been redeveloped to allow greater flexibility and higher relevance for all candidates.

 

All changes made to the qualifications were made in consultation with and endorsed by the Tourism Māori Whakaruruhau, accredited providers and other stakeholders between June and November 2010.

 

Main changes resulting from the review

 

·      Standards added to and removed from the compulsory sections of each qualification.

·      Changes to the elective sections of the qualifications.

Changes to structure and content

·      Standard 17784 has been added to the Compulsory Section.

·      Standards 18210, 18226, 18231, 18238, and 20489 have been removed from the Compulsory Section, but can still be used to meet the requirements of the Elective Section.

·      In the Elective Section

o       Standards 18224, 18232, and 18237 are no longer listed but can still be used to meet the requirements of the Elective Section.

o       The Computing subfield has been restricted to just standards from the Generic Computing domain.

o       The Health Education domain, within the Health and Physical Education subfield, has been added.

o       The restriction to selected subfields under Field Māori has been removed and standards can now be chosen from anywhere in the field.

o       Field Sciences has been removed.

o       The Service Sector Skills subfield has been replaced by the Visitor Services domain.

 

Transition

 

People currently enrolled in programmes leading to the award of version 2 of the qualification may complete that version before 31 December 2012, or transfer to version 3 of the qualification.

 

Version 2 of this qualification contains standards that have been replaced by later standards.  For the purposes of this qualification, people who had gained credit for the replacement standards are exempt from the requirement to gain credit for the expiring or expired standards - see table below.

Changes to structure and content

·      The National Certificate in Tourism Māori (Level 3) [Ref: 1076] was removed as a prerequisite.

·      Standard 25954 has been added to the Compulsory Section.

·      Standards 5070, 16168, and 17388 have been removed from the Compulsory Section but can still be used to meet the requirements of the Elective Section.

·      In the Elective Section:

o       Standards 17386 and 17390 are no longer listed but can still be used to meet the requirements of the Elective Section.

o       The minimum level for standards from the Elective Section has decreased from Level 4 to Level 3.

o       The Management subfield has been replaced by the Business Administration and Business Operations and Development subfields.

o       The First Line Management domain has been removed.

o       The Outdoor Recreation subfield, under the Community and Social Services field, has been added.

o       The Recreation and Sport - Programmes and Events domain, under the Community and Social Services field and Recreation and Sport subfield, has been added.

o       The Computing subfield has been restricted to just standards from the Generic Computing domain.

o       Subfield Communication Skills, under the Humanities field, has been removed.

o       The restriction to the Tourism Māori subfield under Field Māori has been removed and standards can now be chosen from anywhere in the field.

o       The Tourism subfield has been restricted to just standards from the Visitor Services domain.

 

Transition

 

People currently enrolled in programmes leading to the award of version 1 of the qualification may complete that version before 31 December 2012, or transfer to version 2 of the qualification.  Please note that candidates who wish to finish version 1 but have not yet completed standard 5070 have until December 2011 to do so.

 

This qualification contains a standard that replaced expiring standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standard - see table below.

Reverse transition has been included to ensure that all candidates currently enrolled in version 1 of the qualification are able to complete the requirements of that version.  This qualification contains the lapsing First Line Management domain, which has been replaced by other classifications - see table below.

Changes to structure and content

·      The overall credit value for the qualification has decreased from 146 to 120 credits.

·      Standards 3706, 3707, 17387, and 17394 have been added to the Compulsory Section.

·      Standards 16045 and 17790 have been removed from the Compulsory Section.

·      Standards 17393, 17792, 17794, and 17796 have been removed from the Compulsory Section as they are expiring.  It is recommended that they are not used to meet the requirements of the Elective Section unless the provider is able to complete all assessments against these standards before 31 December 2012.

·      In Elective 1

o       Elective requirements have changed to specify 10 credits at Level 5 or above.

o       The Management subfield has been replaced by Business Operations and Development.

o       The First Line Management domain has been removed.

o       The Computing subfield, under the Computing and Information Technology field, has been removed.

·      In Elective 2

o       Elective requirements have changed to specify 20 credits at Level 5 or above.

o       The Communication Skills subfield has been added.

o       The Tourism subfield has been restricted to just standards from the Visitor Services domain.

·      Elective 3 has been removed.

 

Transition

 

People currently enrolled in programmes leading to the award of version 1 of the qualification may complete that version before 31 December 2012, or transfer to version 2 of the qualification.

 

Reverse transition has been included to ensure that all candidates currently enrolled in version 1 of the qualification are able to complete the requirements of that version.  This qualification contains the lapsing First Line Management domain and Management subfield, which have been replaced by other classifications - see table below.
