The Apparel and Textiles Industry Training Organisation (ATITO) has reviewed the National Certificate in Wool Scouring (Operations) (Level 2) [Ref: 0637] and revised the National Certificate in Textiles Manufacture (Operations) (Level 2) [Ref: 1121].

The mandatory review of Manufacturing qualifications is planned to take place during 2012. This review will involve the National Certificate in Textiles Manufacture (Operations) (Level 2) [Ref: 1121] and the National Diploma in Textiles Manufacture (Carding Technician) (Level 5) [Ref: 1739].
Summary of review and consultation process
The ATITO's wool scouring advisory group reviewed the National Certificate in Wool Scouring (Operations) (Level 2) [Ref: 0637]. This group included representatives from industry employers, the ATITO, and a specialist training provider. It decided that the qualification no longer met industry requirements and should be designated expiring. The lack of usage of the qualification also supported this decision.
The advisory group also decided to add standards from the Wool Scouring domain to the National Certificate in Textiles Manufacture (Operations) (Level 2) [Ref: 1121] to promote transferability of credit across the different sectors of the textile manufacturing industry.
Also, consultation with employers in the yarn manufacturing sector highlighted the need for a qualification to recognise the skills and knowledge of technicians who are responsible for the maintenance and configuration of carding machines. Therefore, the National Diploma in Textiles Manufacture (Carding Technician) (Level 5) [Ref: 1739] was developed.
Main changes resulting from the review and revision
· [Ref: 0637] was designated expiring as it no longer met industry requirements.
· Standards 2446-2448 and 2452 from the Wool Scouring domain were added to Elective A of [Ref: 1121].
· A new National Diploma in Textiles Manufacture (Carding Technician) (Level 5) [Ref: 1739] was developed.

Transition
Candidates enrolled on programmes leading to the award of version 3 of the National Certificate in Wool Scouring (Operations) (Level 2) [Ref: 0637] may either complete that version of the qualification before 31 December 2012 or transfer to the National Certificate in Textiles Manufacture (Operations) (Level 2) [Ref: 1121].
These two qualifications share unit standards 17915 and 19841 in common. Also, it is likely that candidates who transfer to the National Certificate in Textiles Manufacture (Operations) (Level 2) [Ref: 1121] will already have met the majority of the requirements of Elective A and B of this qualification.

Changes to structure and content
· Standards 2446-2448 and 2452 were added to Elective A.
Transition
There are no transition consequences for existing candidates resulting from the revision of this qualification.
It is anticipated that no existing candidates will be disadvantaged by this review and revision. However, candidates who feel disadvantaged may appeal to the Apparel and Textile ITO at the address below, which will consider appeals on a case-by-case basis.
