Review of Infrastructure Works qualification

 

National Certificate in Infrastructure Works (Infrastructure Pipelaying) with an optional strand in Gas Distribution Pipelaying [Ref: 1282]

 

InfraTrain New Zealand has completed the review of the qualification listed above.

Summary of review and consultation process

 

InfraTrain New Zealand and the Agriculture Industry Training Organisation Water Industry Training Advisory Group have worked together since September 2009 to review unit standards and qualifications covering the installation of new infrastructure pipes and structures and the planned and reactive maintenance of infrastructure pipes.

 

Significant changes have been made to the qualification structure covering the installation of new infrastructure pipes and structures and the planned and reactive maintenance of reticulation assets to better reflect the learning and career pathway of technicians working in this sector.  Please refer to the qualifications pathway diagram at the end of this document.

 

The National Certificate in Infrastructure Works (Infrastructure Pipelaying Technician) (Level 3) [Ref: 1282] and the National Certificate in Water Reticulation (Planned and Reactive Maintenance Technician) (Level 3) with strands in Water, and Wastewater [Ref: 0962] have been developed by a wide range of sector stakeholders including contractors, training providers, territorial and local authorities.

 

Main changes resulting from the review

 

·         A suit of qualifications which collectively provide coverage of the roles and responsibilities in the reticulation infrastructure sector have been developed.

·         The Gas Distribution Pipelaying strand has been removed as it has been superseded by the National Certificate in Gas Network Construction (Service Laying) (Level 3) [Ref: 1022] and the National Certificate in Gas Network Construction (Mains Laying) (Level 4) [Ref: 1566].

There are substantial differences between the new and replaced qualification.  Changes to structure and content include:

·         Total credits were reduced from 154 to 114.

·         The optional strand in Gas Distribution Pipelaying was removed from the qualification.

·         Core Elective 1 and 2, with a collective credit requirement of 30 credits, were combined into a single elective section with a credit requirement of 18 credits.

·         Expiring standards 23282 and 23284 were replaced by standards 27327 and 27328 respectively.

·         Standards 6472, 13010, 17327, 17599, 23279, 23281, 23283, 23285, and 23288, from the Core Compulsory section, were removed from the qualification.

·         Standards 6401, 6402, 6452, 6457, 6467, 6469, 6475, 6476, 16701, 16702, 16703, 19675, 23289, and 23286 from Core Elective 1 and 2 were removed from the qualification.

·         The option to select standards from the Civil Infrastructure Health, Safety, and Environment, Occupational Health and Safety Practice, Core Plumbing, Gasfitting, and Drainlaying, and Drainlaying domains was also removed from the elective section of the qualification.

·         Standards 19201, 19204, 19209, 19211, 19215, 20869, 22290, 25610, and 27329 were added to the Compulsory section.

·         Standards 6435, 17328, 22097, 22098, 22104, and 22107 were added to the Elective section of the qualification.

·         Standard 5627 moved from Core Elective 2 to the Compulsory section.

·         Standard 25610 moved from Core Elective 2 to the Elective section.

·         Standard 19205 moved from the Core Compulsory section to the Elective section.

 

Transition

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

New programmes or courses leading to the award of this qualification can commence on registration.

 

It is recommended that existing candidates enrolled in programmes leading to the award of version 3 transition to the new version as it is better aligned to current work practices and underpinning knowledge.

 

Please note standards 6401, 6402 and 6457 expire before the last date for the assessment for versions 2 and 3 of this qualification. These standards are within the Core Elective sections of versions 2 and 3 of this qualification and therefore the requirements for the qualification can be met without them.  Nevertheless, candidates considering undertaking these standards should be aware that they need to be achieved before their individual expiry dates. Standard 6457 expires on 31 December 2012; and standards 6401, and 6402 expire on 31 December 2013.

 

Existing candidates enrolled in programmes leading to the award of the optional strand in Gas Distribution Pipelaying may complete that qualification prior to 31 December 2016 as it is still recognised by industry.  Alternatively they may transition to the National Certificate in Gas Network Construction (Service Laying) (Level 3) [Ref: 1022] or the National Certificate in Gas Network Construction (Mains Laying) (Level 4) [Ref: 1566].

 

It is the intention of InfraTrain New Zealand that these transition arrangements are fair, and do not disadvantage any existing candidate.  Anyone who thinks that they have been disadvantaged by the transition process should, in the first instance, contact InfraTrain New Zealand at the address below.
