Change of responsibility and review of Real Estate qualification

Responsibility for the qualification listed above has been transferred from the Real ITO to the ElectroTechnology Industry Training Organisation (ETITO).  ETITO has completed the review of the qualification listed above.

Summary of review and consultation process

 

In June 2010, following the introduction of new licensing requirements for real estate agents under the Real Estate Agents (Licensing) Regulations 2009, the Real ITO reviewed and updated the National Diploma in Real Estate (Agent) (Level 5) [Ref: 0100], which was reissued as version 6.

 

Because of the relationship between [Ref: 0100] and the licensing requirements for real estate agents, it should instead have been replaced with a new qualification.  People who had been awarded earlier versions of [Ref: 0100] and had not used them to obtain a real estate agent's license, or had used them to obtain a real estate agent's license but not maintained it, found themselves unable to obtain a real estate agent's license under the new licensing requirements.

 

[Ref: 0100] was therefore reviewed to resolve issues related to the replaced qualification and the licensing requirements for a real estate agent.  This review was undertaken in consultation with the Ministry of Justice and the Real Estate Agent's Authority.

 

Main changes resulting from the review

 

The National Diploma in Real Estate (Agent) (Level 5) [Ref: 0100] was replaced by another qualification with a new ID but exactly the same content and title as the reviewed qualification.  In this way, people who were awarded previous versions of [Ref: 0100] but did not use them to apply for a license before 30 June 2010, are able to upskill and use the replacement qualification to meet the licensing requirements that came into effect in 1 July 2010.  At the same time, the purpose statement was updated.

Transition

 

All people currently enrolled in programmes or courses leading to the award of version 6 of the replaced qualification must transfer to the replacement qualification.  All new candidates will be enrolled on programmes or courses leading to the award of the replacement qualification.  The last date for assessment to take place for version 6 of the replacement qualification is 31 December 2011.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.
