Summary of the review and consultation process
In line with the aim of Government policy and the desired outcome of the Targeted Review of Qualifications (TRoQ) in relation to reducing the proliferation of qualifications and unit standards, Careerforce took stock in 2011 of the qualifications and unit standards that it was responsible for developing. A prioritisation exercise was carried out aimed at rationalising the work of the ITO to ensure that the unit standards and qualifications for which it is responsible were relevant, useful, and met the current needs of learners and providers.
As no results have been registered for the unit standards listed above for at least the past three years, Careerforce contacted the organisations with consent to assess against them, asking if they intended to use the standards in the future. No organisations indicated intent to assess against these standards so it was decided to designate them as expiring.
There have been no registrations in either National Diploma in Guide Dog Training (Instructor) [Ref: 0265] or the National Diploma in Guide Dog Training (Trainer) [Ref: 0266] for several years. No organisations with consent to assess against the component standards intend to use the standards in the future. In line with the TRoQ aims of reducing the number of unused qualifications, it was decided to expire them.
The Royal NZ Foundation of the Blind also confirmed that there are no plans for use of the standards or qualifications listed above.
Careerforce originally intended to move the standards listed above from the expiring classification Community and Social Services > Community Support > Guide Dog Training to the new classification Community and Social Services > Health, Disability, and Aged Support > Guide Dog Training.
However, as the unit standards and qualifications for Guide Dog Training are no longer required, industry has no need for the following classification: Community and Social Services > Health, Disability, and Aged Support > Guide Dog Training so it was decided to designate the domain as expiring (lapsing).

Transition
The last date for assessments to take place for version 6 of these qualifications is 31 December 2012.
There are currently no candidates enrolled in programmes that lead to these qualifications, as such it is not anticipated that these transition arrangements will disadvantage any candidates. However, anyone who feels disadvantaged should contact the standard setting body at the address below:
