Summary of review and consultation process

 

After consultation with industry experts in 2009-2010, InfraTrain NZ Ltd drafted the unit standards and the proposed qualification.

 

The unit standards that make up the New Zealand Certificate in Infrastructure Civil Engineering Procurement Procedures Level 6 have been carefully mapped to the 'Procurement manual for activities funded through the National Land Transport Programme'.  The standards were registered in the DAS in March 2011.  The proposed qualification was distributed for comment and feedback to the Industry Advisory Group (IAG) and wider industry for feedback in 2011.  The new qualification was endorsed by IAG in 2011.

 

Main changes resulting from the review

 

The standards in the national certificate have been reviewed and updated to reflect industry needs.  The qualification has been replaced by the New Zealand Certificate in Infrastructure Civil Engineering Procurement Procedures Level 6 [Ref: 1785].

The structure and content of the both qualifications is essentially the same.  However, as the New Zealand Certificate in Infrastructure Civil Engineering Procurement Procedures Level 6 [Ref: 1785] contains the reviewed standards which reflect changes to industry practice and procedures it is the industry's and InfraTrain's preference and recommendation for trainees to sign into the new qualification.  Those trainees currently enrolled in the National Certificate in Civil Engineering - Asset Management (Competitive Pricing Procedures) [Ref: 1041] may choose to complete that qualification or transfer their results to the New Zealand Certificate in Infrastructure Civil Engineering Procurement Procedures Level 6 [Ref: 1785].

 

All new candidates will be enrolled on programmes leading to the award of the New Zealand Certificate in Infrastructure Civil Engineering Procurement Procedures Level 6 [Ref: 1785] qualification.

 

The last date for assessments to take place for the National Certificate in Civil Engineering - Asset Management (Competitive Pricing Procedures) [Ref: 1041] is 31 December 2014.  InfraTrain New Zealand Ltd will continue to recognise the replaced qualification.

 

It is not intended that anyone be disadvantaged by this review, and the above arrangements have been designed for a smooth transition.  However, anyone who feels they have been disadvantaged may appeal to InfraTrain at the address below.
