Summary of review and consultation process
The review occurred as a result of the mandatory review of Cranes sector qualifications, part of the Targeted Review of Qualifications (TRoQ). The mandatory review involved extensive consultation with stakeholders working in and with the industry. Consultation included initial meetings concerning the need to review the qualifications, a presentation at a national conference, and subsequent meetings regarding the proposed content of the qualifications.
Industry confirmed the need for qualifications in this area, including roles that previously had no associated qualifications: dogman, and crane erection.
The existing National qualifications have been replaced by New Zealand qualifications, as detailed below. New qualifications have been developed for self-erecting tower cranes, tower crane erection, and for dogman skills.

General Transition
The above qualifications were designated expiring in September 2012, from which time no new enrolments in programmes leading to them may be accepted. All new candidates will be enrolled in programmes leading to the new qualifications. The last date to meet the requirements is 31 December 2013 at which point the qualifications will be discontinued. From that date no results can be reported against the qualification.
People currently working towards one of the replaced qualifications may either complete the requirements by 31 December 2013 or transfer their results to the replacement qualification.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to OTTO at the address below. Appeals will be considered on a case-by-case basis.
