Review of Engineering and Technology qualifications

 

National Diploma in Engineering (Process and Materials Engineering) (Level 6) [Ref: 0592]

National Diploma in Civil Engineering (Applied) [Ref: 1292]

 

InfraTrain New Zealand has completed the review of the qualifications listed above.

 

Summary of review and consultation process

 

This review was carried out by the Industry Training Organisation (ITO) in conjunction with a Diploma Lead Group, acting under delegation from the New Zealand Board for Engineering Diplomas (NZBED) in 2011.  The Diploma Lead Group was made up of ITO and New Zealand Institutes of Technology and Polytechnics (NZITP) representatives.

 

After extensive consultation with ITPs, ITOs and industry, the NZBED determined that the National Diploma in Civil Engineering (Applied) [Ref: 1292] would expire and be replaced by the New Zealand Diploma in Engineering Practice (with strands in Civil Engineering, Electrical Engineering and Mechanical Engineering) [Ref: 1714] which was listed on the New Zealand Qualifications Framework (NZQF) in September 2011.

 

Training for the NZDEP [Ref: 1714] will be arranged through the relevant industry training organisation.  The mandatory unit standards that make up the qualification have been carefully mapped to The Institution of Professional Engineers New Zealand (IPENZ) Competence Standard for Engineering Technicians and assessment against these unit standards by appropriately trained assessors gives IPENZ confidence that the competence standard has been achieved.

 

The National Diploma in Engineering (Process and Materials Engineering) (Level 6) [Ref: 0592] has not been awarded and has been confirmed by InfraTrain as no longer being required by industry.

New Zealand Diploma in Engineering Practice (with strands in Civil Engineering, Electrical Engineering and Mechanical Engineering) [Ref: 1714]

Key differences between the two qualifications

·          Unit standards 17298, 17301, and 23410 were replaced by newly developed unit standards which meet the requirements of industry.

·          Six additional unit standards were developed for the electrical and mechanical engineering sectors - three for each sector.

 

Transition

 

The last date for assessments to take place for the National Diploma in Civil Engineering (Applied) [Ref: 1292] qualification is 31 December 2014.

 

The expiring and replacement qualifications are substantially different.  No further enrolments in the National Diploma in Civil Engineering (Applied) [Ref: 1292] will be accepted as the NZDEP (with strands in Civil Engineering, Electrical Engineering and Mechanical Engineering) was listed on the NZQF in September 2011.  People who have fully or partially completed unit standard 23410 in the replaced National Diploma in Civil Engineering (Applied) [Ref: 1292] are able, at no extra cost, to have their Record of Achievement evaluated by the NZBED in terms of demonstrating equivalent knowledge and skills and will be awarded credit towards the Civil Engineering strand of the NZDEP [Ref: 1714].

 

These transition arrangements were determined when the NZDEP [Ref: 1714] was listed in 2011 and were not intended to disadvantage any existing candidates.  However, anyone who feels disadvantaged by these transition arrangements may contact the ITO at the address below:

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NZQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NZQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NZQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

Transition arrangements are required

Transition may be limited to phase-out dates

Category D

Qualification will expire.
