Careerforce, the Community Support Services Industry Training Organisation Ltd, has completed the review of unit standards 5012 and 26977, and revision and rollover of unit standard 23452.  Standard 23452 was revised and rolled over to provide better alignment of language and complementarity of outcomes across the standards as a set.  Synchronisation of the planned review date for the standards will allow for feedback from users to inform a comprehensive review of the suite.

Summary

Unit standards 5012 and 26977 were reviewed to ensure they meet current needs of industry and are consistent with the Accident Compensation Corporation (ACC) publication, Moving and Handling People: The New Zealand Guidelines.  To assist with the review an expert panel was established in July 2011 to consider feedback that had been received on the unit standards and to align the reviewed standards with the ACC guidelines, which were in draft form at that time.  The suggested amendments to the standards were checked for agreement and consistency with the final version of the ACC guidelines after they were published in March 2012.  The review resulted in such significant change to standard 5012 that the decision was made to designate it expiring and replace it with a new standard.

Unit standard 23452 was revised and rolled over in order to provide consistency of language across the standards.

The review dates of the revised and replacement standards have been synchronised.

Main changes resulting from the revision and rollover

·      The title of unit standard 23452 was updated to provide consistency of language across the standards covered by this report, to provide greater clarity of the purpose of the standard, and to provide better alignment of this standard with the outcomes of the review.

·      The words 'safe' and 'safely' were removed from unit standard 23452 following a recommendation resulting from the review.  (Techniques cannot be guaranteed to be safe; the techniques and actions included in these standards are those which mitigate risk.)

·      The purpose statement of unit standard 23452 was amended to provide greater clarity about the intended learners.

·      Definitions, references, New Zealand Standards, codes and legislation were updated in the explanatory notes.

·      The outcomes, evidence requirements and range statements for unit standard 23452 were amended.

·      The credit value of unit standard 23452 was reduced from 4 credits to 3 credits following feedback that the credit value was too high.

·      Unit standard 5012 was replaced by unit standard 27833.

·      The title of unit standard 26977 was updated to provide consistency of language across the standards covered by this report, to provide better alignment with the outcomes of the review, and to provide greater clarity of the purpose of the standards.

·      The words 'safe' and 'safely' were removed from unit standard 26977 following a recommendation resulting from the review.  (Techniques cannot be guaranteed to be safe; the techniques and actions included in these standards are those which mitigate risk.)

·      The purpose statement of unit standard 26977 was amended to provide greater clarity over the intended learners.

·      Definitions, references, New Zealand Standards, codes and legislation were updated in the explanatory notes.

·      The outcomes of unit standard 26977 were amended to align with the ACC guidelines, and to clearly distinguish it from the new standard 27833.

·      Evidence requirements and range statements for unit standard 26977 were amended.

The last date for assessment of superseded versions of standard 23452 and 26977 is 31 December 2014.  Results will not be accepted where the assessment date is after the last date for assessment of the superseded versions of these standards.
