Summary of review and consultation process

 

A review of the industry skill requirements in solid wood manufacturing involved three distinct groups: a governance group provided guidance in developing a qualification framework for the wood manufacturing industry; a strategic advisory group contributed to the development of sector-specific qualifications; and technical working groups reviewed skills and knowledge requirements for the roles the qualifications were developed for.  Waiariki Institute of Technology, owner of all local qualifications that were identified to be overlapping Competenz qualifications, took part as a significant stakeholder within each of these groups.

 

In addition, over 30 solid wood manufacturing workplaces were visited to get feedback on the reviewed qualifications.  The wider sector was given the opportunity to review and provide feedback through the Competenz Targeted Review of Qualifications (TRoQ) website page and e-mail distribution lists.

 

Main changes resulting from the review

 

The New Zealand Certificate in Wood Manufacturing (Advanced Processing) (Level 5) [Ref: 2314] was developed to maintain a training pathway to Level 5 that better reflects the current needs of the wood manufacturing industry.

People wishing to complete this qualification should note that there will be a more limited choice of standards for some strand electives after 2015, due to the expiry of standards 145, 154, 4551, 20026, 20753, 20768, 21760, 21762, and 21764, at the end of December 2015.

 

People wishing to complete the qualification with the Engineered Wood Product Operations Strand must complete the requirements of Elective 1 before standards 20768 and 21764 in this strand expire at the end of 2015.

This qualification was reviewed and changes were made to the expiring version 3 in order to ensure ongoing achievability of the qualification.

 

Changes to structure and content

·         Expiring standard 22971 was removed from the Core Compulsory section.

·         Level 2 standard 9774, which is expiring, and standards 20754 and 22978 were removed from the Timber Yarding and Despatch Strand.

·         Details of reviewed standards were updated.

 

People currently working towards version 2 of this qualification may either complete the requirements for that version or transfer their results to version 3 of the qualification.  They may also transfer their results to the replacement New Zealand qualification.

 

People wishing to complete version 2 of the qualification must gain credit for expiring standard 22971 by 31 December 2014.  The last date for assessments to take place for the other requirements of this version of the qualification is 31 December 2015.

 

People wishing to complete version 3 of this qualification have until 31 December 2018 to do so.

 

New enrolments into programmes leading to this expiring qualification will not be accepted after 31 December 2015.

 

Version 3 of this qualification contains standards that replace or have been substituted for earlier standards.  For the purposes of this version of the qualification, people who have gained credit for the earlier standards are exempt from the requirement to gain credit for the replacement or substitute standards – see table below.

Transition

 

The reviewed national qualifications have been designated expiring and will be designated discontinued after 31 December 2018.

 

People currently working towards the expiring national qualifications, unless specified otherwise, may either complete the requirements for that qualification by 31 December 2018 or transfer their results to the replacement New Zealand qualification.

 

New enrolments into programmes leading to the any of the expiring qualifications will not be accepted after 31 December 2015.

 

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.  However, anyone who feels that they have been disadvantaged may appeal to Competenz at the address below.  Appeals will be considered on a case by case basis.
