Summary of review and consultation process
The review occurred as a result of the mandatory review of Wood Fibre Manufacturing qualifications, part of the Targeted Review of Qualifications (TRoQ). The mandatory review involved extensive consultation with stakeholders working in the industry. Consultation included meetings to discuss the need to review the qualifications, and subsequent meetings considered the proposed content of the qualifications.
Industry confirmed the ongoing need for a set of qualifications in Pulp and Paper Manufacturing that would recognise graduate capabilities and provide an education pathway for trainees.
The existing National qualifications have been replaced by New Zealand qualifications, as detailed below.
Main changes resulting from the review
· The Wood Fibre Manufacturing title in all qualifications has been replaced with Pulp and Paper Manufacturing.
· The Level 2 qualification will expire and not be replaced.
· The Level 3 and Level 4 qualifications have been aligned with the industry requirements for new entrant employees and competent operators respectively.

Transition
Last date for entry into the expiring National Certificates in Wood Fibre Manufacturing (Pulp and Paper) is 31 December 2015. Last date for assessment against standards leading to the National Certificates in Wood Fibre Manufacturing (Pulp and Paper) is 31 December 2018.
It is recommended that candidates currently enrolled in the replaced National Certificates in Wood Fibre Manufacturing (Pulp and Paper), who will be unable to complete the qualifications by the 31 December 2018, transfer to the New Zealand Certificates listed above.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to Competenz at the address below. Appeals will be considered on a case-by-case basis.
