Summary of review and consultation process
The New Zealand Certificate in Electricity Supply (Introductory) (Level 2) [Ref: 2136] resulted from a wider review of the national electricity supply industry education pathways as part of the Targeted Review of Qualifications. The review process included an industry learning needs analysis and consultation with providers and industry.
Main changes resulting from the review
This qualification was developed to meet industry requirements and the Electrical Workers Registration Board (EWRB) requirements for registration as a Line Mechanic Distribution. It is a much larger qualification than the current Level 4 [190 credits versus 118 credits] and its focus has broadened to encompass all the knowledge skills and competencies required for EWRB registration as a Line Mechanic Distribution.
Because the electricity supply industry has significant inherent danger, mandatory unit standards have been specified in the replacement qualification. In addition, EWRB requirements for registration as a Line Mechanic Distribution are assessed by the 12 mandatory capstone unit standards in the final outcome. Unit standards for chainsaw operation are optional to provide more flexibility for assessing the varying chainsaw requirements between companies.

This qualification has been reviewed and replaced by New Zealand Certificate in Electricity Supply (Line Mechanic Distribution) (Level 4) [Ref: 2197].
Transition
All existing trainees can complete the replaced qualification or transfer their results to the replacement qualification, bearing in mind that the replacement qualification has more unit standards and credits than the qualification that it is replacing. The last date to meet the requirements of the replaced qualification is 31 December 2016.
The start date for the new qualification will be from its publication. All new trainees will be enrolled in programmes leading to the New Zealand Certificate in Electricity Supply (Line Mechanic Distribution) (Level 4) [Ref: 2197] from 1 January 2015.
The replaced qualification contains a standard that replaced an earlier standard. For the purposes of this qualification people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard – see table below.

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to IITO at the address below. Appeals will be considered on a case-by-case basis.
