Summary of review and consultation process
The review occurred as a result of the mandatory review of Cleaning and Caretaking qualifications, part of the Targeted Review of Qualifications (TRoQ). The mandatory review involved extensive consultation with stakeholders working in the industry. Consultation included meetings to discuss the need to review the qualifications, and subsequent meetings considered the proposed content of the qualifications.
Industry confirmed the on-going need for a set of qualifications for the Laundry and Drycleaning sectors that would recognise graduate capabilities and provide an education pathway for trainees.
The existing national qualifications have been replaced by New Zealand qualifications, as detailed below.
Main changes resulting from the review
The content of the Level 1 Laundry and Level 2 Drycleaning qualifications has been aligned with the industry requirements for competent operators in both sectors. The levels of the New Zealand certificates have subsequently increased to Level 2 for Laundry and Level 3 for Drycleaning as a result of this realignment.

Transition
The replaced qualifications contain a standard that has been replaced by a new standard. People with credit for the new standard are exempt from the expiring standard – see table below.

The last date for entry into programmes leading to the replaced qualifications [Ref: 0576, 0577, 0578, 0579, 0580] is 31 December 2014. The last date for completion of the replaced qualifications is 31 December 2015, at which time they will be designated as discontinued.
Existing candidates may either complete the replaced national qualifications or transfer to a programme of study or training leading to the New Zealand qualifications [Ref: 2431 and 2430] by 31 December 2015.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to Competenz at the address below. Appeals will be considered on a case by case basis.
